About this file
This is a Solicitation Addendum issued by the North Carolina Department of Insurance, Office of State Fire Marshal, for an Invitation for Bids (IFB 12-001300) to procure boat equipment for the North Carolina Emergency Training Center. The solicitation encompasses 65 line items of specialized equipment supporting swift water training for first responders, including 25 Pirate Elite Mid inflatable boats (Style 605), rapid repair technology kits, dry suits, outboard engine parts and maintenance supplies for Evinrude E-Tec and Tohatsu MFS engines, hydraulic sealants, fuel filters, spark plugs, fabric materials, repair kits, diagnostic tools, and customization labor services. Bids were due October 27, 2026 at 2:00 PM ET, with written questions due by October 16, 2026. The addendum addresses five vendor inquiries received during the solicitation period and provides the State's clarifications and responses to those questions. Delivery shall be FOB Destination to the NC Emergency Training Center in New London, North Carolina, with vendors required to specify delivery timelines in consecutive calendar days after purchase order receipt. The State reserves the right to make separate awards to different vendors for individual line items.
Pricing shall constitute the total cost to the State including all handling, transportation, and administrative fees, with import tariff surcharges, if applicable, subject to negotiation and mutual agreement. Bidders must be registered as vendors in good standing with the North Carolina Secretary of State through the eVP portal and comply with E-Verify requirements and fair employment standards. Authorized resellers may provide manufacturer authorization documentation from authorized dealers traceable to the manufacturer to satisfy authorization requirements. All bids must include three customer references documenting similar scope of work and a completed financial stability certification. All items must be OEM products matching the exact manufacturer SKUs listed in Section 5.1, with no "or equal" products acceptable. Vendors may bid on a subset of the 65 line items, leaving remaining lines blank. Payment will not be issued until inspection and acceptance of goods. This is a spot buy solicitation with no renewal options and no contract value specified.

1. The following are questions received about the Solicitation and the State’s response to those questions:
Question # Document Section
Vendor Question State’s Response
1 Section 4.6 (Authorized Reseller) requires the vendor to be authorized by the manufacturer to distribute or resell the products offered. If a vendor sources genuine OEM products through a manufacturer's authorized dealer and provides that dealer's authorization documentation traceable to the manufacturer, does that satisfy the Section 4.6 requirement? Or must the authorization run directly from the manufacturer to the bidding vendor?
Yes, dealer’s authorization documentation is acceptable.
2 Section 5.1 Section 5.1 lists exact manufacturer SKUs with YES/NO compliance columns. Are "or equal" products acceptable where they meet or exceed the listed specifications, or must all items be the exact brand and SKU listed?
(Section 5.3 addresses deviations but does not state whether equals will be considered.)
Must be OEM and match SKUs.
3 Section 3.1 Section 3.1 states the State may make separate awards for one or more line items. Is a vendor permitted to bid on only a subset of the 65 line items, leaving the remaining lines blank?
Yes
4 Section 4.5 What is the desired delivery timeline after purchase order issuance? (Section 4.5 requires the vendor to state delivery days after PO receipt, but no agency-desired window is stated.)
As soon as possible upon receiving a purchase order.
