About this file
This document is a Request for Proposals (RFP) issued by the Southeastern Public Service Authority (SPSA) for a Heat Assisted Leachate Evaporation System at their regional landfill. The RFP outlines the existing site conditions, including the landfill cells, leachate collection and pre-treatment system, and the anticipated changes in waste composition and landfill operations. The performance requirements for the proposed leachate evaporation system are detailed, including the need for the system to communicate with the existing leachate SCADA system. The scope of supply for the project is provided, along with requirements for the system operations. The RFP includes attachments with site plans, as-built drawings, and leachate characteristic data.
The RFP indicates that SPSA is effectively managing up to 50,000 gallons per day of leachate with the current pre-treatment and disposal system. The leachate characteristics are provided, including BOD, COD, and metal concentrations. Vendors are invited to collect a leachate sample during the pre-proposal meeting to conduct their own testing and analysis.

SECTION I
EXISTING SITE CONDITIONS
The SPSA Regional Landfill is currently comprised of six disposal cells. Cells I to IV consist of 102 acres of lined landfill first operated in 1985 that were closed in 2008 and include approximately 12 million cubic yards (CY) of municipal solid waste (MSW). The 43.6-acre Cell V landfill was constructed and began operations in 1997. Cell V contains approximately 6 million CY of MSW and waste to energy ash residue materials, with the ash comprising approximately 25% of the waste by weight. The 41-acre Cell VI was constructed in two phases beginning in 2006 and has a capacity of approximately 8.9 million CY; including overlap onto Cell V. Cell VI contains MSW and ash, with the ash comprising approximately 27.5% of the total waste by weight. In July 2024, SPSA anticipates that ash will no longer be received by the facility and that MSW disposal will increase from 100,000 to over 450,000 tons per year. SPSA has state regulatory permit approval for the construction of Cell VII, comprising of 56.1 acres to the east of the existing Cell V. Cell VII will provide an additional 10 million CY of disposal capacity. Construction of Cell VII – Phase 1 (30.8 acres) is anticipated to commence in 2024 and be operational in April 2026.
EXISTING LEACHATE SYSTEM
The leachate pre-treatment system receives leachate from closed Cells I-IV, the active Cells V and VI, leachate collected from SPSA’s transfer stations and delivered via tanker truck, and domestic wastewater flows from on-site facilities. The pre-treatment system consists of a 0.8 million gallon (MG) aerated lagoon followed by a 0.8 MG clarifying lagoon. The aeration system was equipped with four aerators; however, only one two are currently in service. Aerators were taken offline over time as the biological organic strength (BOD5) decreased and less oxygen was required to reduce the BOD5 concentration to meet the discharge permit. Settled sludge in the clarifying lagoon is not recycled to the head of the aerated lagoon. Cells I-IV gravity discharges from leachate collection manholes to the leachate management pump station wet well where it is discharged into the aeration lagoon. Leachate from Cells V and VI are pumped from submersible sump pumps to the Cell V Lift station which pumps leachate directly into the aeration lagoon. Leachate is discharged from the clarifying lagoon via a gravity line and modulating control valve to a wet well where it is discharged via a forcemain to the existing HRSD Nansemond Water Treatment Facility or pumped to the loadout station for loading of tanker trucks for disposal at alternate HRSD treatment facilities.
SPSA is effectively managing up to 50,000 gpd with the pretreatment and disposal system. A sitewide leachate SCADA system was installed in 2018 and 2019 to monitor and control the operations of the leachate pump stations at each Cell, the Cell V lift station, and the discharge of treated leachate. The proposed leachate evaporation system shall communicate with the sitewide leachate SCADA system for recordation of

process flows and alarm conditions that SPSA would require for record keeping and reporting, and response actions.
An overall site plan and existing conditions plan depicting the preferred location for the evaporation system are included as a separate file titled “Appendix B - Attachment 1 – Overall and Existing Conditions Plan.pdf”. Excerpts from the Leachate SCADA Record Drawings are included as a separate file titled “Appendix B - Attachment 2 – Pages from SPSA Phase 1-As-Built Drawings.pdf”. Excerpts from the Leachate Pump Station and Loadout Record Drawings are included as a separate file titled “Appendix B - Attachment 3 – Pages from SPSA Phase 2 As-Built Drawings.pdf”. The drawings include relevant site information, one-line diagrams and control panel diagrams. Additional information including Operation and Maintenance Data for SCADA and Pump Station components can be provided if requested.
LEACHATE CHARACTERISTICS
SPSA Leachate is sampled once per month in accordance with its Industrial Discharge Permit with HRSD. The laboratory data from 2020 and 2021 data are summarized in Table 1 below. The pH during this period has ranged from 7.2 to 7.9. All VOCs per EPA
624.1 have been below analytical detection limits. While these data describe current leachate characteristics, changes will occur over the coming years as the waste in the currently operating cells ages and the new cell opens up. During the pre-proposal on January 5, 2022, vendors may collect a sample of leachate to perform their own analytical and/or bench testing.
