About this file
This document is a Single Source Justification for the simplified acquisition of Teamcenter software by the 809th Maintenance Support Squadron RAPID Innovation Center at Hill Air Force Base, Utah.
The Teamcenter software is required to manage, organize, and track 3D models, parts, and machine files to provide configuration control and synchronization with the existing Teamcenter software used throughout the Ogden Air Logistics Center. Market research identified four vendors, three of which were small businesses, but no existing government contracts were available for the software. The contracting officer has determined that Teamcenter is the only brand reasonably available to meet the requirement, and the purchase will be competed among all Teamcenter distributors to preclude future single-source acquisitions. The estimated contract value is $215,313.50.

Contracting Activity: AFMC AFSC OL:H/PZIMB 6038 Aspen Avenue, Bldg. 1289 Hill Air Force Base, UT 84056
Project/Program Name: Teamcenter software purchase (RAPIDS Innovation Center)
Purchase Request / Local ID Number: 11792
Estimated Contract Cost (including Options): $215,313.50
Section B: Description of the Supplies/Services Required
The 809th Maintenance Support Squadron RAPID Innovation Center at Hill AFB, UT has a purchase requirement for Product Lifecycle Management (PLM) software to include Additive Manufacturing (AM) packages which will provide a forum to manage, and organize 3D models, track parts, and machine files, providing configuration control.
Section C: Justification for Soliciting from a Single Source or Brand Name
This will be a brand name requirement for Teamcenter software. Ogden Air Logistic Center (OO-ALC) currently utilizes Teamcenter software throughout subordinate program offices in support of various Airforce weapon systems. To fully support the reverse engineering needs, the 809 MXSS RAPID Innovation Center mission requires coordination, integration and data sharing. The procurement of Teamcenter software will allow RAPID Innovation Center to synchronize and optimize product lifecycle management to be compatible with the existing lifecycle management software; providing a single source of product information to stakeholders in support of various weapon systems throughout the OO-ALC. Based on current market evaluation no other software exists that could be used to fully sync with existing Teamcenter lifecycle management software. Use of another brand of lifecyle management software would lead to potential lose of government information, additional training requirement for government employees, and potential cost associated with programming for full system synchronization. These potential risks will lead to a duplication of cost to the government.
Section D: Efforts to Obtain Competition
Market research was conducted to located vendors capable of providing identify multiple companies that can provide Teamcenter software. Four (4) vendors were identified. Three (3) of the vendors being small businesses.
A search of government data bases such as GSA, NASA SEWP, and ESI was conducted and did not identify any available existing government contracts for procurement .
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This will be competed among all distributors of Teamcenter software. The current effort has brand name requirements due to being utilized throughout the OO-ALC program offices.
