About this file

This is a Questions and Answers document for a federal contract recompete for Federal Retirement and Financial Training services. The requirement is a recompete of contract 12314426C0036 previously held by Dmason Financial LLC.

The solicitation requires vendors to provide online financial literacy, Thrift Savings Plan (TSP), and retirement training courses delivered through the USDA's AgLearn platform for 90,000 concurrent active users. Content may be commercially available (COTS) provided it meets federal content requirements outlined in the Performance Work Statement; however, all required courses must be newly provided by the vendor and cannot be transferred from the incumbent contractor. Commercially developed curriculum adapted to meet PWS learning objectives satisfies the requirement for "already developed" materials. Content updates are required only when regulatory changes occur. Courses must be created or overseen by a Certified Financial Planning Professional (CFP Board designation), which can be satisfied by a named CFP subcontractor. The delivery format must comply with Section 508 accessibility requirements and be in SCORM or AICC format; authoring tools are at the contractor's discretion. Introductory webinars are optional. USDA branding is not mandatory, though branding requirements may be provided for optional content additions. External federal agencies accessing content through AgLearn will procure licenses separately from the 90,000-user allocation. Historical utilization data shows 387 new users in the past three months, 2,247 new users annually, 64,810 active users concurrently, and 653 course completions in the past 12 months as of March 25, 2026.

Federal Retirement and Financial Training

Q&A

1. Is this a new requirement or a recompete? If recompete, can you provide the incumbent contractor name and contract number?

• Recompete – 12314426C0036 – Dmason Financial LLC

2. Can the customer confirm the expected level of customization versus acceptance of commercially available (COTS) financial literacy and retirement training content?

• Content can be COTS as long as it meets the federal content requirements in the PWS.

3. Can the customer clarify whether all required courses must be net-new developed, or if existing course libraries may be leveraged and tailored to meet requirements?

• The required courses must be provided by the vendor. USDA can’t keep the existing courses from the current contractor.

4. Can the customer confirm expectations for “continuous updates” to course content (e.g., frequency, triggers such as regulatory changes, or annual review cycles)?

• Changes would be required when there is a regulatory change.

5. Can the customer clarify whether the 90,000 licenses are expected to be active concurrently or represent a total user pool over the period of performance?

• License count would be for active users concurrently during the POP

6. Can the customer provide historical or estimated user utilization rates and course completion expectations to support accurate pricing?

7. Can the customer confirm whether introductory webinars are optional or expected as part of the solution, and if so, the anticipated frequency?

• This is optional: “May provide introductory webinars to introduce courses to employees as well as benefits personnel.”

8. Can the customer confirm whether there are any branding or USDA-specific content requirements that must be incorporated into the course materials?

• USDA branding isn’t a requirement, but we will provide the branding requirements for optional adds to the content.

9. Can the customer clarify whether external Federal agencies accessing the content through AgLearn will be included within the 90,000 license count or procured separately?

• External partners would procure separately

10. Does USDA require a specific eLearning authoring format (Articulate, Captivate, Adobe Animate), or is the output format at the contractor's discretion provided it meets AgLearn import requirements?

• Authoring format is at the contractor’s discretion, but delivery format must meet 508 compliance requirements and in SCORM or AICC format

11. Are there AgLearn-specific metadata, tagging, or SCORM version requirements beyond the general import standard?

• Nothing beyond the standard

12. The Performance Work Statement requires that courses be created by a Certified Financial Planning Professional as designated by the CFP Board. May this requirement be satisfied by a named CFP subcontractor on our team, or must the designation be held by the prime contractor?

• The requirement can be satisfied by the subcontractor

13. The PWS states that the vendor must provide licenses to its already developed online financial literacy, TSP, and Retirement training materials. We have developed proprietary financial literacy curriculum that can be adapted and SCORM-packaged for AgLearn delivery. Could you clarify whether the requirement for "already developed" materials means a vendor must have an existing federal-facing course catalog, or whether commercially developed curriculum adapted to meet the PWS learning objectives would satisfy this requirement?

• Commercially developed curriculum adapted to meet the PWS learning objectives would satisfy this requirement
