About this file
This is a Statement of Work (SOW) for the U.S. Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division, for the acquisition of a Data Axle Database Subscription Service. NASS requires access to a comprehensive database containing current U.S. household and business information including addresses, telephone numbers, email addresses, and demographic data to maintain and update the NASS List Frame. The contractor must provide unlimited access to Data Axle's Household and Residential and Consumer Residential Cell Phone database in flat file format for internal agency use, deliver quarterly electronic updates of formatted database files, and provide account support and training as required. NASS determined through market research that Data Axle's product is the only available solution meeting the agency's specific information and delivery requirements.
The SOW emphasizes that the contractor must adhere to the NASS Project Administration Manual (PAM) standards throughout the contract duration, including project management best practices, lifecycle frameworks (Agile, Waterfall, or Hybrid methodologies), and use of specified tools such as Microsoft Project Central Suite, JIRA, and SharePoint sites for project tracking. The contractor must collaborate with the NASS Project Management Office and project stakeholders to ensure alignment with project management practices and adapt to any revisions to the PAM. The document notes that deliverables, travel requirements, period of performance, key personnel specifications, security requirements, and data rights are designated as "NA" (not applicable), indicating this SOW applies specifically to the database subscription service acquisition without additional project deliverables or performance milestones beyond the service provision itself.

Acquisition of Data Axle Database Subscription Service Statement of Work (SOW)
General Information
1.0 Scope of Work
NASS requires access to a robust and comprehensive database of U.S. household and business information that consists of current addresses, telephone numbers, email addresses and demographic information for the purpose of maintenance and update to the NASS List Frame. Confidentiality laws, and NASS List Frame maintenance systems and record linkage tools require the delivery of product in a flat file format for internal Agency use.
NASS requires access to full-file household and business databases, and quarterly updated files received electronically. Market research has revealed that Data Axle’s Household and Residential and Consumer Residential Cell Phone database is the only found product that provides the information and product delivery method NASS requires.

The United States Department of Agriculture, National Agricultural Statistics Service (NASS), National Operations Division (NOD) Frames Maintenance Group (FMG) maintains a List Sampling Frame of farm operators and agri-businesses for the purpose of survey and census sampling. The NASS List Sampling Frame requires continuous regular maintenance and update to ensure full and accurate survey samples for the collection of data used to produce NASS reports. Maintaining a complete and accurate List Sampling Frame is critical to the production of the Census of Agriculture and Principal Federal Economic Indicator reports, which are Mission Essential Functions of the Agency.
