About this file

This document is a Project Special Provisions document for the Rockridge Pump Station Replacement project by the City of Durango, Colorado (Project #1159). The project involves replacing an existing booster pump station, which requires installing a new pump station, cutting over from the existing station, and salvaging the current infrastructure. Construction sequencing mandates that water outages must not exceed 5 hours, and the contractor must coordinate all water outages with the City of Durango Utilities Department. The contractor will be responsible for providing generator power during electrical service upgrades and must preserve the existing pump station in working condition for future City use.

The project includes specific requirements for submittals, including permanent material data, shop drawings for the pre-fabricated booster pump station and Cummins generator, a project schedule, and a stormwater management plan. Payments will be made monthly based on contractor pay requests, with the City retaining a portion of funds until project completion. The project area of disturbance is under 1 acre, which exempts it from requiring a City of Durango Stormwater Quality Permit or a CDPHE Stormwater Permit. The payment basis for the pump station replacement includes two lump sum items: one for relocating and salvaging the existing station, and another for installing the new booster pump station.

I. GENERAL REQUIREMENTS

The Contractor must be familiar with the proposed project’s existing conditions. This incudes, but is not limited to, difficult construction around existing trees and utilities, connecting to existing water lines and small vertical and/or horizontal grade adjustments necessary to avoid construction conflicts.

All work shall be per the City of Durango Development Standards for Public Improvements and

Construction Specifications (DSCS) and General Conditions unless otherwise noted below or in the Contract Documents. Where conflicts exist between the DSCS and these specifications, these specifications shall govern.

All work, workmanship and materials are subject to inspection and approval by personnel of the

City of Durango’s CIP Division. The City of Durango reserves the right to accept or reject any materials and workmanship that does not conform to the Contract Documents.

Various terms may be used throughout the contract documents to refer to the City’s Project

Vendors are encouraged to provide bids on products with recycled content or which meet criteria for environmentally preferable products wherever such products meet the performance criteria specified in bid documents. The City may accept a bid which is not the lowest bid if (1) the lowest bid includes a nonrecycled product and (2) a recycled content product meets the performance criteria specified, or (3) a bid other than the lowest bid meets the criteria for environmentally preferable products or services, or (4) a cost analysis conducted over the life and disposal of the product reveals lower total costs than are reflected in short-term analysis.
