OregonBuys Bid S-10700-00011589 Notice of Intent to Participate with the State of South Carolina to Award a Participating Addendum(s) for Solicitation number (RFP) 5400027173, Products and Supplies for Correctional Facilities and Incarcerated Individuals

The State of Oregon, acting by and through its Department of Administrative Services, Enterprise Goods and Services, State Procurement Services (“DAS SPS”), pursuant to its authority under ORS 279A.200 et. seq. and OAR 125-246-0400, hereby provides Public Notice of its intent to participate with and to enter into one or more Participating Addenda under certain Master Agreement(s) awarded by the State of South Carolina.

The State of South Carolina conducted an Interstate Cooperative Procurement, as the lead state, for its benefit and the benefit of the member states of the NASPO ValuePoint Cooperative Purchasing Program (“NASPO ValuePoint”). The solicitation is: Products and Supplies for Correctional Facilities and Incarcerated Individuals, Solicitation (RFP) 5400027173.

The purpose of the Request for Proposal (“RFP”) is to establish Master Agreements with qualified Proposers to provide Products and Supplies for Correctional Facilities and Incarcerated Individuals for all Participating States. The objective of the RFP is to obtain best value, and in some cases achieve more favorable pricing, than is obtainable by an individual state or local government entity because of the collective volume of potential purchases by numerous state and local government entities. The State of South Carolina will be entering into Master Agreement(s) on behalf of itself and the members of NASPO ValuePoint with the successful Proposers.

The Master Agreement(s) resulting from this procurement may be used by state governments (including departments, agencies, institutions), institutions of higher education, political subdivisions (i.e., colleges, school districts, counties, cities, etc.), the District of Columbia, territories of the United States, and other eligible entities subject to approval of the individual state procurement director and compliance with local statutory and regulatory provisions. The initial term of the master agreement will be two (2) years with renewal provisions for an additional three (3) years, up to a total term not to exceed Five (5) years as outlined in Section 3 of the NASPO ValuePoint Master Terms and Conditions (Attachment A).
