About this file
This document is a Single Source/Brand Name Justification for a polarimetry system issued by the United States Department of Agriculture's National Science Laboratories (USDA AMS S&T LATD NSL). The procurement is for a specialized polarimetry system from Schmidt + Haensch (distributed by Lazar Scientific, Inc.) to analyze molasses and sugar syrups, with a total estimated cost of $75,620.54. The system is required to perform Congress-mandated testing that measures sugar content in %Brix and °Z and calculates sugar solution purity, with the vendor being the industry standard referenced in the Handbook of Sugar Refining and aligned with International Commission for Uniform Methods of Sugar Analysis (ICUMSA) methods.
The justification details include a Purity Analyser priced at $55,688.29 and an Autofilt Z system priced at $19,932.25, both with a 7% Tariff Surcharge. Lazar Scientific, Inc. is noted as the only USA distributor for these items. The document is certified by Ross Simmons, Chemistry Supervisor, and Linda W. Washington, Contracting Officer, who both affirm the accuracy of the information and justify the sole source procurement under Federal Acquisition Regulation 13.106-1(b)(11). The procurement is a simplified acquisition targeting a specialized scientific instrument for precise sugar content analysis.

Single Source/Brand Name Justification United States Department of Agriculture
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting office.
National Science Laboratories (USDA AMS S&T LATD NSL)
2. Description of supply or service required to meet the agency’s needs.
Polarimetry system for the analysis of molasses and sugar syrups.
The Congress mandated testing will require a system capable of measuring the sugar content in %Brix and in °Z and to calculate the purity of the sugar solution.
3. The rationale or circumstances for limiting competition.
Schmidt + Haensch is the industry standard for polarimetry and referenced in the Handbook of Sugar Refining. The instrument is tailored to the sugar industry and the International Commission for Uniform Methods of Sugar Analysis (ICUMSA) methods of sugar/molasses testing.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
NSL has performed extensive research to determine which tests and therefore which instruments are needed to perform molasses testing. During this investigation, it was determined that Schmidt + Haensch is the industry standard for this type of instrumentation and has an auto-filtration system providing a more efficient process for the laboratory.
5. Estimated price, including all options, if applicable.
Purity Analyser with 7% Tarrif Surcharge (subject to change) $55,688.29
Autofilt Z system with 7% Tarrif Surcharge (subject to change) $19,932.25
Total $75,620.54
6. Recommended source(s)
Schmidt + Haensch (distributed by Lazar Scientific, Inc.) Lazar Scientific, Inc. is the only USA distributor of these required items.
