General Information
1.0 Project Location

2.0 Scope of Work
Replacement of an existing HVAC DDC system to upgrade obsolete equipment that is no longer supported by the manufacturer and bring the North Building system up-to-date with the recently upgraded DDC system in the adjacent South Building.
3.0 Background
The North Building (16-0001-ATH) is a 27,934 square-foot building, constructed in 1968. The building is a two-story concrete and brick structure. The building is primarily used as office space, with some supporting research laboratory and storage space. The building will be occupied during the execution of this work.
The DDC system included in this work is a Johnson Controls Facility Explorer system installed in 2011. The original system supported the HVAC systems in both the North and South Buildings. Technology advancements and improvement by the manufacturer have resulted in the system becoming obsolete and no longer supported by the manufacturer. The system components in the South Building were recently updated as part of a larger HVAC rehabilitation project in 2024.
No potentially hazardous materials are expected to be encountered during the execution of work under this Scope of Work.
Contractor Requirements
4.0 Technical Requirements/Tasks
Replace all controllers, communication devices, sensors and other equipment and accessories necessary to upgrade the DDC system controlling the HVAC systems in the North Building to eliminate all obsolete components and restore compatibility with the system in the South Building. The upgraded system shall implement the scheduling and sequence of operations included in the existing configuration.
5.0 Materials
As required to provide a fully function system compatible with existing system components used in the South Building
6.0 Submittals
The following submittals will be required for review and approval prior to beginning work:
Sequence of Operation Documentation: Submit written sequence of operation for entire HVAC system and each piece of equipment. Coordinate with each equipment manufacturer to include specific manufacturer’s installation instructions, manufacturer’s specific control and interlock requirements, etc.
Preface: overview narrative of the system describing its purpose, components and function.
1. State each sequence in small segments and give each segment a unique number for referencing in Functional Test procedures; provide a complete description regardless of the completeness and clarity of the sequences specified in the contract documents. Include at least the following sequences:
a. Start-up.
b. Warm-up mode.
c. Normal operating mode.
d. Unoccupied mode.
e. Shutdown.
f. Capacity control sequences and equipment staging.
g. Temperature and pressure control, such as setbacks, setups, resets, etc.
h. Detailed sequences for all control strategies, such as economizer control, optimum start/stop, staging, optimization, demand limiting, etc.
i. Effects of power or equipment failure with all standby component functions.
j. Sequences for all alarms and emergency shut downs.
k. Seasonal operational differences and recommendations.
l. Interactions and interlocks with other systems.
2. Include initial and recommended values for all adjustable settings, setpoints and parameters that are typically set or adjusted by operating staff; and any other control settings or fixed values, delays, etc. that will be useful during testing and operating the equipment.
3. For packaged controlled equipment, include manufacturer's furnished sequence of operation amplified as required to describe the relationship between the packaged controls and the control system, indicating which points are adjustable control points and which points are only monitored.
4. 6. Include schedules, if known.
Control System Diagrams: Submit graphic schematic of the control system showing each control component and each component controlled, monitored, or enabled.
1. Label with settings, adjustable range of control and limits.
2. Include flow diagrams for each control system, graphically depicting control logic.
3. Include the system and component layout of all equipment that the control system monitors, enables or controls, even if the equipment is primarily controlled by packaged or integral controls.
4. Include draft copies of graphic displays indicating mechanical system components, control system components, and controlled function status and value.
5. Include all monitoring, control and virtual points specified in elsewhere.
6. Include a key to all abbreviations.
Points List: Submit list of all control points indicating at least the following for each point.
1. Name of controlled system.
2. Point abbreviation.
3. Point description; such as dry bulb temperature, airflow, etc.
4. Display unit.
5. Control point or setpoint (Yes / No); i.e. a point that controls equipment and can have its setpoint changed.
6. Monitoring point (Yes / No); i.e. a point that does not control or contribute to the control of equipment but is used for operation, maintenance, or performance verification.
7. Intermediate point (Yes / No); i.e. a point whose value is used to make a calculation which then controls equipment, such as space temperatures that are averaged to a virtual point to control reset.
8. Calculated point (Yes / No); i.e. a “virtual” point generated from calculations of other point values.
The following submittals will be required prior to close out of the project:
Project Record Documents: Record actual locations of components and setpoints of controls, including changes to sequences made after submission of shop drawings.
7.0 Government Furnished
Access to the work site during normal business hours (0730-1700 M-F, excluding Federal Holidays) Parking and storage areas in the vicinity of the work area. Coordinate final locations with SPOC.
120V power supply in the vicinity of the work area. Contractor shall provide any required extension cords Potable water supply in the vicinity of the work area. Contractor shall provide any required hoses.
Access to public restrooms
8.0 Travel
Travel costs associated with the work shall be included in the overall fixed price provided in response to this SOW.
9.0 Contractor’s Key Personnel
Contractor’s Key Personnel and associated key duties are noted below. Any proposed changes to Key Personnel shall be approved by the COR prior to implementation.

11.0 Schedule
The Contractor shall begin performance within 14 calendar days and complete it within 180 calendar days after receiving authorization to begin work from the Contracting Officer.
12.0 Security Requirements
Contractor’s employees and subcontractors are required to check in with the site point of contact every day prior to beginning work. The SPOC will coordinate daily requirements for sign in and provide access to work areas as needed.
13.0 Clean Up/Disposal
Contractor shall provide daily removal of work-related debris and trash from the building to the disposal location.
Contractor shall provide final cleaning to restore workspace to original condition or better.
Onsite Dumpster is NOT available for use by the Contractor.
The Contractor is encouraged divert as much material as possible from disposal in a solid waste landfill by utilizing salvage businesses for the recyclable content generated from the work.
