SECTION 2- STATEMENT OF WORK

SEXUAL ASSAULT RISK REDUCTION AND RESPONSE PROGRAM (SARRR)

2.0 Introduction/Background

The SARRR Team members operate with autonomy but their efforts are coordinated and led by the SARRR Program Director. The overall intent and structure of the SARRR Program is to ensure multi-disciplinary collaboration and coordination in providing effective support and response to victims of sexual assault. This scope of work is for a consultant for the SARRR Program. The consultant outlined below will assist the SARRR Team by developing a strategic framework for sexual assault prevention within the Peace Corps. The consultant will be located within the Office of the Director.

2.01 Scope of Work

The Contractor shall conduct a comprehensive assessment of ongoing sexual violence prevention efforts to determine needs and where gaps may exist within the agency to determine where additional resources may be needed. The contractor shall provide recommendations that achieve an enduring, Agency-wide prevention framework that will help guide and equip leaders and staff with the tools needed to prevent sexual assault.

The consultant shall develop an overall knowledge of the agency’s programs and operations and shall possess an advanced understanding of best practices in the field in terms of prevention of sexual violence in other government agencies or non-governmental organizations. This would include knowledge and expertise in trauma-informed prevention education, protective factors, root causes, and risk mitigation as well as knowledge of the current Peace Corps’ culture and “Theory of Change” in order to understand the cultural shift needed and recommended in the most recent Sexual Assault Advisory Council (SAAC) Report.

2.1 Gap Analysis and Needs Assessment

The needs assessment and gap analysis will be used to inform the sexual assault prevention, risk mitigation and response strategy framework and will be presented at the SARRR Leadership Summit (Fall 2022). The assessment and gap analysis can be derived from an internal working group, the SAAC, a town hall/listening session with Return Peace Corps Volunteers, and key stakeholder consultations. The analysis should identify current procedures and programming that meet prevention elements as outlined in evidence based approaches to include the Centers for Disease Control violence prevention model and public health models of prevention, as well as identifying gaps and areas Peace Corps can enhance and/or extend capabilities.

A "gap analysis" identifies solutions for gaps in prevention activities and procedures. The gap analysis shall identify the following:

1) Current sexual assault prevention activities and procedures.

2) Application of ideal sexual assault prevention efforts.

3) Gaps between the current and ideal status of prevention efforts.

4) Steps that are needed to address the gap between the current and ideal states of prevention efforts.

5) Barriers to certain elements of prevention for Peace Corps.

The analysis shall ensure prevention and response activities are comprehensive and address individual, interpersonal, organizational factors – particularly as assessed at the organizational level where less research has been conducted – by developing construct inclusive of culture, climate, and continuum of harm, and identifying how organizational-level constructs influence interpersonal and individual conditions, choices, and behaviors.

2.2 Develop Framework for Prevention Strategy

A critical responsibility of the consultant shall be to utilize the needs assessment and gap analysis findings to develop a formalized Peace Corps strategic framework for sexual assault prevention. This will involve assessing and determining the overall effectiveness of the current strategies, including identifying how this structure poses challenges or obstacles for ongoing accountability and compliance with the Kate Puzey Volunteer Protection Act, Farr-Castle Act and other internal bench marks.

The prevention framework employs the elements of the public health prevention approach, such as whether a prevention activity matches the targeted problem, how it was implemented, and the means by which progress is measured. The framework builds on the best available evidence for effective sexual assault and harassment prevention and enables systematic, objective assessment of sexual assault and harassment prevention activities. The framework shall include sexual assault work with staff, including Peace Corps leadership, and volunteers.

Prevention approaches should draw on global and national expertise in values clarification and attitudinal transformation and interventions to support normative change. These approaches shall integrate risk and protective factors (e.g. connectedness to community), and addressing root causes of sexual violence.

Elements of the prevention process shall be represented in the evaluation framework to ensure an effective prevention approach include the following:

1) Understand the problem, the risk and protective factors that contribute to it, and Agency and local needs.

2) Develop a comprehensive approach using research-based activities in an integrated way that employs the full range of prevention activities, such as policies, programs, and practices.

Throughout this development of this prevention framework, the consultant will research, coordinate, and schedule briefings on this model with the SARRR Team and Agency leadership.

This framework will be utilized to assist the continuous evaluation of the SARRR Program. The framework will evolve to accommodate changes in contributing factors and other short-, intermediate-, and long-term outcomes.

3.0 Tasks

Consult with the SARRR Program Director, Peace Corps Chief Executive Officer/Director, and other senior leadership to identify issues, concerns, and preferred areas of focus with respect to the gap analysis and prevention framework

Develop a plan and timeline for completing gap analysis and needs assessment, and developing the prevention framework, including, but not limited to: interviews with key stakeholders/individuals, collecting documentation, reviewing data, and analysis of relevant documentation, particularly the most recent SAAC report and recommendations from Peace Corps’ Office of Inspector General

Conduct extensive gap analysis and needs assessment, and utilize findings to inform the development of a comprehensive, formal, strategic framework for sexual violence prevention based on internal findings and external research and experience

In addition to internal research, the consultant shall research and adapt existing evidence-based models for prevention such as the Center for Disease Control’s STOP Support Victims (SV) model, among other current violence prevention training approaches and content

Effectively and independently identify issues and concerns as they relate to structure, coordination, collaboration and cooperation, best practices and other issues

Present the recommended framework at the SARRR Leadership Summit
