About this file

This is a Request for Bids (RFB) issued by the Iowa Department of Administrative Services (Iowa DAS) on behalf of the Iowa Department of Natural Resources (IDNR) for mitigation credits related to the Three Mile Lake Restoration Project located in Kellerton, Iowa. The solicitation seeks a vendor to provide 1.74 emergent wetland credits and 0.38 acres of forested wetland credits, in compliance with a special permit (CEMVR-RD-2021-1512) from the Army Corps of Engineers. The bid was released on 5/10/2023, with responses due by 5/17/2023 at 1:00 PM CDT, and ultimately awarded to Wilbur E Goodhue Inc. for $99,963.00.

The procurement is specifically tied to wetland mitigation requirements for the Three Mile Lake Restoration Project, with the selected vendor required to provide documentation of credit purchase to the Corps of Engineers prior to any fill material discharge into waters of the U.S. The commodity code for this procurement is 92696, which covers wetland delineations and assessments. The solicitation includes provisions for the vendor to provide proof of payment and credit allocation, with the Iowa DNR responsible for notifying the Army Corps of Engineers about the credit purchase. The bid allows for potential additional fees associated with the credit purchase and emphasizes the non-exclusive nature of the resulting contract.
