About this file
This document is a Statement of Work (SOW) for a Metasys Building Automation System Upgrade project at the USDA Forest Service Forest Products Laboratory (FPL). The SOW describes the requirement to upgrade the existing Metasys building automation system software to the latest revision 13, and to also upgrade the associated computer hardware to be compatible with the new software.
The key details are: the upgrade must be completed by August 17, 2024 at a cost not to exceed $30,000; the required hardware includes an industrial-grade desktop computer running Windows 10 Pro, Microsoft SQL Server 2022 Express, and specific Metasys software; the upgraded system must include a compatible Metasys SNE Series Network Engine Standard control panel and M4-CG series application controllers. This upgrade is crucial to maintain the environmental controls for the FPL research facilities. The related federal contract opportunity indicates this will be a sole source award to Johnson Controls, the incumbent provider of the Metasys system.

Project Building Automation System Upgrade
General Information
1.0 Scope of Work
The Forest Service (FS) Forest Products Laboratory (FPL) Research Facilities Engineering (RFE) Department is requesting the acquisition of revision 13 (Rev.13) for the Metasys Building Automation System software and the associated hardware. The RFE Heating, Ventilation, and Air Conditioning (HVAC) section is responsible for maintaining the facilities utilized by both the Forest Service and United States Geological Survey (USGS) research teams, to include the temperature and humidity of scientific research areas. The current building automation system is Metasys, Johnson Controls, and as such, is only compatible with the Metasys system. To effectively maintain the building automation HVAC system, it must be kept up to date. Functionally, the only cost-effective way to do this is to upgrade the existing system to the current standard. The RFE therefore proposes that the current system be upgraded to the most current software revision, Rev.13. For this reason, the associated computer hardware must also be upgraded to properly interface with the most current software. The updated computer will be an off-network, stand-alone, industrial-grade desktop unit and must operate on Microsoft Windows 10 Pro, with Microsoft Defender Antivirus enabled. It must also have Microsoft SQL Server 2022 Express. It must have Metasys ADS Release 13.0 software, Fault Detection software, Fault Triage software, SCT Release 16.x software, and the required device packages. The Application and Data Server (ADS) and Extended Application and Data Server (ADX) are components of the Metasys system that manage the collection and presentation of large amounts of trend data, event messages, operator transactions, and system configuration data. This upgrade will also include an updated Supervisory Panel and general-purpose application controllers. The Supervisory Panel must be the compatible Metasys SNE Series Network Engine Standard control panel. The controllers must be the M4-CG series general-purpose application controllers, suited to controlling facility HVAC equipment, including fan coils, air handling units, and packaged HVAC equipment. The total cost of this upgrade must not exceed $30,000.00 and must be completed no later than 17 August 2024.
2.0 Background
Acquiring the upgrades for the Metasys building automation system to bring it up to Rev.13 is crucial for the continued success of the Laboratory. Because of the critical importance of the consistent control of these environmental research areas, it is vital that the building automation system, both the software and the associated computer hardware, be upgraded to allow for continued support, updates, and revisions to ensure the longevity of the system. The current system is outdated, and as such, is no longer compatible with current systems or updates, and support is no longer provided for the operating system. The benefits of upgrading the existing system are two-fold; upgrading is a more cost-effective avenue when compared to a complete retrofit or replacement, and bringing the system up to date is crucial to ensure the continuing ability to monitor, diagnose, repair, and control the automated HVAC system.
