About this file

This document is Amendment 0002 to Solicitation No. 1131PL26R0042, issued by the United States Trade and Development Agency (USTDA) on June 8, 2026, with an effective date of May 26, 2026. The amendment serves solely to provide responses to solicitation questions and does not extend the hour and date specified for receipt of offers.

The amendment addresses two key questions from applicants. Question 3 clarifies that the six-page limit applies only to the resume, with no page limit specified for the appendix that demonstrates how prior experience and education address the evaluation factors. Question 4 explains the two-phase evaluation process: all complying applications will be evaluated by the Technical Evaluation team and scored out of 100 points in Phase 1; in Phase 2, the most highly rated candidates may be interviewed in-person, by video conference, or by phone at USTDA's discretion, with selection or non-selection occurring after Phase 2. The amendment clarifies that interviews do not factor into the 100-point evaluation framework. Offerors must acknowledge receipt of this amendment prior to the specified deadline by completing items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers.

QUESTIONS & ANSWERS

3. Refers to this language in Section E.1.2:

• "Applicants shall submit resume/curriculum vitae and write a brief appendix to demonstrate how prior experience and/or education and training address the Evaluative Factors listed below. Applicants must address each of the evaluation criteria separately…"

• "The letter shall not exceed two (2) pages, and the resume shall not exceed six (6) pages."

Question: My understanding is that the six-page limit refers to the resume plus the appendix. Please clarify whether this is correct. If the appendix is separate, is there a page limit for it?

Answer: Six-page limit only applies to the resume. No page limit is listed for the appendix.

4. Refers to this language in Sections E.2 and E.5:

• "Evaluation factors will be used to establish a rating of candidates and selection will be based on obtaining high scores on the evaluation criteria stated below (100 points total)."

• "Applicants will be evaluated and ranked on the extent and quality of their education, relevant work experience, technical knowledge, and professional presentation as they relate to this position against the following criteria…"

• "As part of the evaluation process, highly rated candidates may be interviewed… In Phase two of the evaluation process, finalists will be interviewed by the Agency Executive Team."

Question: How are interview invitations determined? Do interviews factor into the 100-point evaluation framework?

Answer: Please see RFP Section E.5. The evaluation of applicants will be conducted in two (2) phases. All applications complying with the requirement of the solicitation will be evaluated by the Technical Evaluation team and scored out of 100 points as indicated in RFP Section E.2(a). In Phase 2 of the evaluation process, the most highly rated candidates may be interviewed in-person, by video conference or phone at USTDA’s discretion. Selection or non-selection will occur after phase 2.
