About this file
This document is an amendment (Amendment 00004) to a federal solicitation for the Global Civil Nuclear Energy Desk Study Series, issued by the United States Trade and Development Agency (USTDA). The amendment provides responses to seven additional questions from potential contractors, clarifying key aspects of the solicitation, including deliverable requirements, project definitions, and submission dates. Key clarifications include: USTDA will provide project opportunities for contractor review, there will be three Preliminary Assessments and six Project Reports, and the Past Performance Questionnaires submission date has been extended to August 15, 2025. The Project Report should cover the same topics as the Preliminary Assessment in greater detail and include a Terms of Reference and budget compilation. USTDA confirmed that each activity will be individually assessed to determine the appropriate review process, which may involve an initial review followed by a full review or proceed directly to a full review.

Amendment 00004 (A00004)
Questions listed Below:
1. Section D.1.2 (Scope of Work) mentions that 'The Contractor shall conduct initial reviews of up to three (3) proposals as well as up to six (6) full reviews of activities for USTDA funding consideration and one Final Report in cumulation to USTDA.' but Section D.1.7 (Deliverables) does not mention the three initial reviews. Could USTDA confirm that the three initial reviews are distinct deliverables, billed separately from the full project reports?
Answer: Yes, there are three Preliminary Assessments and six Project Reports as part of this solicitation.
2. Under D.1.2., the Scope of Work includes descriptions of the Preliminary Assessment and the Final Report deliverables, can USTDA please include a similar description of the "Project Report" associated with the Full Review deliverable?
Answer: The Project Report should cover the same topics as the Preliminary Assessment in greater detail, as well as include the compilation of a Terms of Reference and budget.
3. Under D.1.7.1, USTDA lists all the components to be included in the Project Report along with references to the Attachments. In our estimation these reports require more LOE than what USTDA has originally estimated in order to produce high-quality reports that will allow USTDA to make key decisions on the next steps and continued funding.
Would USTDA consider revising its LOE estimates in the proposal to better align with the reports and the efforts required in their production?
Answer: No.
4. Under the D.1.3, USTDA requests the Contractor to "identify and evaluate project opportunities," does USTDA anticipate the Contractor to be responsible for originating the Project opportunities and the associated activities or will those be presented to the Contractor for its review?
Answer: USTDA will present project opportunities to the Contractor for its review under this solicitation.

5. Can USTDA provide definitions for the Activities, the Project, and the Project Sponsor?
The information and references in Attachment 1: Project Report Outline, references the Project and the Project sponsors, while the main body of the PWS focuses on the Activities to advance those Projects. Can USTDA clarify what the Project Report should be tailored to specific Projects or Activities to advance those Projects?
Answer: The activity is defined as the scope of the grant that USTDA is providing to the local project sponsor. The project sponsor is the host country entity responsible for implementation of the project that is the focus of the scope of the USTDA grant funded activity. Finally, the project is the implementation of infrastructure asset that would be facilitated by USTDA’s grant funding support.
6. Are the deliverables to be consequential, will there be an initial review before a full review for the selected projects or will there be separate initial reviews and full reviews for different Projects?
Answer: Each activity will be assessed by the USTDA program staff individually and a determination will be made for the appropriate course of action. In some cases, the activity may require an initial review, which will be followed by the full review. In other cases, an activity will proceed to the full review without an initial review.
7. Section E.5., subsection e. “Past Performance Information”, requires submission of Past
Performance Questionnaires on August 1st, 2025. To align with the overall solicitation extension due date on August 15, 2025, can USTDA confirm that Past Performance Questionnaires are required per submittals on Friday August 15, 2025, as well?
Answer: Yes, Questionnaires submission date extended to August 15, 2025.
