About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Global Critical Minerals Delivery Mechanism (DM) issued by the United States Trade and Development Agency (USTDA). Amendment A0004 provides responses to questions received prior to the August 6, 2025 cutoff at 1:00 pm EST, addressing key aspects of the project such as project origination, assessment methodology, and reporting requirements.

The amendment clarifies that USTDA will primarily originate projects, with some travel dedicated to meeting potential project sponsors. Project assessments will be desk-top reviews using secondary sources and stakeholder meetings, without conducting technical works. The market report should provide actionable information on general trends and opportunities in mining and minerals processing, focusing on high-level insights rather than detailed segment-by-segment analysis. The contractor will have opportunities to revise and resubmit reports based on USTDA feedback, with timelines dependent on project urgency.

STANDARD FORM 30 (REV. 11/2016) BACK

(1) Accounting classification Net increase $

Solicitation Number: 1131PL25RDM11136 A0004 Title: Global Critical Minerals DM

Questions received prior to 1:00 p.m. EST cutoff on August 6, 2025

1. Project List. The Scope of Work does not include a search and screening process. Are we correct to assume that the successful respondent (‘the Consultant’) will work with a list of pre-vetted projects? If not, who is responsible for originating and pre-qualifying projects?

RESPONSE: Most projects will be originated with USTDA, some of the travel associated with the DM will be to meet with potential project sponsors and originate projects.

2. If the USTDA is providing the list, what methodology was used and what information is available for the Consultant for review? Are we correct to assume that assessments and project reports will be desk-top reviews based on secondary sources and meetings with project stakeholders? Another way, please confirm that conducting technical works is beyond the scope of this study.

RESPONSE: That is correct.

3. Project Reports. Are we correct to assume that certain projects from the Initial Assessments will be selected for a Project Report? Another way, please confirm that Project Reports are not a separate exercise for a separate set of projects.

RESPONSE: Projects from initial assessments, if meeting requirements and recommended in the initial assessment, will then be selected from a project report. Some proposals may be well developed enough to skip the Initial Assessment.

4. Market Report. Supply-chains for mining and minerals processing are a diverse and fragmented collection of market segments including grinding media, specialized truck tires, precision engineering parts and geophysical survey technologies. A detailed multi-factor assessment of each segment that compares US companies with competitors in China, Europe and Australia would be a large, complex piece of research. At the same time, we note that Section D.1.7.3 of the RFP provides a page count guidance of 10-15 pages. Could the USTDA please clarify expectations around approach and level of detail required for the Market Report?

RESPONSE: The market report does not need to go into detail of each subcomponent of each sector of mining and minerals processing, but provide actionable information on general trends, particularly important examples, and future opportunities and developments.

5. Nationality Requirements. Please elaborate on US content requirements, verification steps (including timeline) and engagement process for ensuring that your submission meets USTDA standards.

Solicitation Number: 1131PL25RDM11136 A0004 Title: Global Critical Minerals DM

RESPONSE: The contractor will have the option to revise and resubmit reports after USTDA feedback, timelines will depend on project urgency. See other responses for additional information.
