Reference: Africa Healthcare Desk Study (#1131PL24RDS11193) Questions and Answers (Bold)

Continuation from SF 30 Block 14...

Questions and Answers (BOLD)

1) QUESTION: For early-stage minority/woman-owned small businesses, accruing Past Performance quals is often a challenge. For proposal purposes, is it acceptable to reference relevant past performance qualifications of the key principal individuals of the business (versus qualifications derived from the company itself as a contractor)?

ANSWER 1: It is acceptable that the relevant past performance for the business rather than the individuals as the individuals are already evaluated under the technical sub- factor(s). In addition: Please read: Section E.7.2. Past Performance Evaluation Approach.

2) Question: Our review of the solicitation mentioned above found an inconsistency in the required deliverables.

Section D.1.2, Scope of work references 10 initial reviews

Form 1449 indicates 10 initial reviews

Section D.1.7 Deliverables says 6 initial reviews twice

Section D.1.7.1 says 6 preliminary reviews.

Given this is material to the Project Price, we request clarification and a postponement of the proposal's due date.

Answer 2: The Revised PWS provided in the attachments has been revised to reflect the correction to the Scope of Work to Section D.1.7 and Sections D.1.7.1:

It should read: D.1.7 - 10 Initial Reviews, Section D.1.7.1 - 10 Preliminary Reviews.

Answer 2.1.: This solicitation will be Extended for an additional two (2) weeks to close. The closing date is Amended to close on Friday, Septpember 9th, 2024, at 1pm Arlington, Virginia Time.

ALL ELSE REMAIN UNCHANGED.
