D.1. PERFORMANCE WORK STATEMENT (PWS)

DEFINITIONAL MISSION FOR INDO-PACIFIC DIGITAL INFRASTRUCTURE

OPPORTUNITIES

D.1.1. OVERVIEW

The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle-income countries.

D.1.2. SCOPE OF WORK OVERVIEW

USTDA requires services under this non-personal services Definitional Mission contract (“DM Contractor”) to support its decision-making related to the funding project development activities that support digital infrastructure development and implementation in the Indo-Pacific Region. Project development requests may include but are not limited to USTDA grant funding for technical assistance, feasibility studies, pilot projects, training, and capacity building activities for public and private sector entities. The DM Contractor would support U.S. government (“USG”) initiatives and USTDA engagement in the Indo-Pacific Region by informing agency decision making and program design for proposed activities in eligible developing and middle-income markets in Southeast Asia, South Asia and Pacific Islands. The DM Contractor would meet with prospective grantees and consult with U.S. companies interested in projects that seek to develop, scale, and deploy secure information and communications technology (“ICT”) networks and digital infrastructure solutions and catalyze new opportunities for the export of U.S.

technology and services.

The DM Contractor shall, if requested by the COR, provide the following deliverables (“DM Deliverables”) up to the quantity indicated below. USTDA reserves the right to make the final determination on which activities merit consideration for the DM Deliverables. The DM Deliverables, unless otherwise directed by USTDA, shall be labeled clearly on every page as “Business Confidential” and shall be treated accordingly per sections D.1.9., “Confidentiality,” and D.1.10., “Intellectual Property.”

5. Preliminary Assessments. If requested by the COR, provide up to six (6) Preliminary Assessments of project proposals, assess any project challenges, suggest mitigating measures, identify information gaps, and provide a recommendation and rationale whether or not USTDA should advance the proposal for further review and development.

6. Project Reports. Evaluate and further develop project concept notes and proposals, including developing activity Terms of Reference (“TORs”) and detailed activity budgets for USTDA consideration. All project opportunities proposed by the DM Contractor must be approved by the COR prior to the drafting of a formal funding recommendation.

7. Final Report. A comprehensive Final Report containing an index and executive summary of the DM objectives and outputs; copies of all DM Deliverables (Word, PDF, and Excel files); and

For each of the DM Deliverables requested by USTDA, the Contractor shall develop a stand-alone report. The requirements for the DM Deliverable reports are further detailed in section D.1.7., “DM Deliverables.”

D.1.4. CLIMATE RESILIENCE SCREENING

Per Executive Order (EO) 13677, USTDA is required to consider climate resilience in its international development work. The Agency has determined that in order to be compliant with the EO, climate resilience screenings must be conducted at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. Accordingly, the DM Contractor shall conduct a climate resilience screening utilizing the guidance provided in Attachment VII, “Guidance on Climate Resilience Screening.”

D.1.5. PROJECT PROFILE

Digital infrastructure development

The Indo-Pacific remains the world’s fastest growing region in the scale of digital infrastructure investment and connectivity expansion. ICT increasingly underpins all major infrastructure investments (healthcare, energy, transportation), especially where ICT solutions are used to further leverage the power of data and automation across sectors. In this context, promoting the growth of the digital economy, national security, and democratic principles are a top priority for the USG. As the largest regional market, the Indo-Pacific represents significant opportunity for a wide range of large and small U.S. companies that remain globally competitive in the ICT sector.

The Indo-Pacific Region is home to over 60 percent of the world’s population and majority of megacities facing the challenges of rapid growth, urbanization, and impacts of climate change. In this context, USTDA’s project preparation and partnership building tools are well placed to advance sustainable and resilient solutions and best practices to address these urban infrastructure challenges with public and private sector partners in the region.

Over the past three decades, USTDA has funded over 240 cross-cutting digital infrastructure activities in the Indo-Pacific with more than $87 million in funding. These activities have generated over $2.36 billion in attributed exports and benefited a wide range of U.S. technology and service providers from across the United States and helped to advance U.S.

policy and strategic priorities in the region.

The DM would support USTDA’s evaluation of funding requests and program design across a range of digital infrastructure project types and ICT subsectors, including but not limited to the following categories:

Category Description 1 Connectivity Modernization and buildout of telecommunications infrastructure (e.g., fiberoptic networks; satellites; subsea cables; 5G/6G infrastructure, Open RAN, and other next-generation network technologies; network management systems; and network function virtualization).

2 Digital transformation The adoption and leveraging of digital solutions to fundamentally improve and reshape public and private sector business operations, services, experiences, and security (e.g., cloud computing; data centers; open data platforms; data analytics; e-government and e-commerce platforms and services; mobile payment systems; supply chain digitalization; blockchain; artificial intelligence (“AI”) and automation; cybersecurity solutions; and data privacy and protection).

3 Smart cities and smart infrastructure solutions

The integration of advanced technologies and data-driven solutions to enhance urban living, sustainability, and efficiency (e.g., integrated command centers; intelligent transportation systems (“ITS”); smart energy, waste, and resource management; public safety and security;

environmental monitoring; internet of things (“IoT”); asset management and modeling applications; and smart building solutions).

4 Emergency communications, public safety, and climate adaptation

The application of real-time data collection, analysis, and dissemination, remote sensing, predictive modeling, geographic information systems (“GIS”), IoT devices, and communication platforms to enhance situational awareness, coordination, and response efforts in times of crises and environmental challenges (e.g., emergency notification systems; emergency operations centers (“EOCs”); climate information services; data analysis and modeling; public safety radio systems; crowdsourcing and crisis communication apps; emergency data integration).

Advancing USG initiatives and cooperation with allies

The DM would support USTDA digital sector engagement and successful deployment of interagency transfer funding under multiple USG and allied initiatives, including but not limited to:

• Partnership for Global Infrastructure and Investment (“PGII”): The PGII initiative is focused on delivering game-changing projects to close the infrastructure gap in developing countries, strengthening the global economy and supply chains, and advancing U.S. national security. PGII prioritizes opportunities to mobilize infrastructure investment, with a particular focus on leveraging private capital to maximize the pipeline of quality infrastructure projects in emerging markets. Digital connectivity is one of the four PGII pillars. This includes developing, expanding, and deploying secure ICT networks and infrastructure to power economic growth and facilitate open digital societies—from working with trusted vendors to provide 5G and 6G digital connectivity, to supporting access to platforms and services that depend upon an open, interoperable, secure, and reliable internet and mobile networks with sound cybersecurity.

• Indo-Pacific Economic Framework for Prosperity (“IPEF”): In May 2022, the United States launched the IPEF initiative with Australia, Brunei Darussalam, Fiji India, Indonesia, Japan, the Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, and Vietnam. This framework will advance resilience, sustainability, inclusiveness, economic growth, fairness, and competitiveness for IPEF economies.

Through this initiative, the IPEF partners aim to contribute to cooperation, stability, prosperity, development, and peace within the region. Digital economy is primarily addressed under the IPEF trade pillar, and arguably one of the framework’s most consequential facets. The Indo-Pacific is witnessing the world’s fastest growth in digital connectivity and internet access, and evolving digital rules are poised to shape the development of industries and national economies.

• CHIPS and Science Act (“CHIPS”): In August 2022, the USG passed the CHIPS and Science Act, to strengthen U.S. industries, bolster global supply chains, and protect vital national and economic security. The bill established the International Technology Security and Innovation Fund, which provides the USG with $500 million over five years to partner with key allies and partners to promote secure and trustworthy ICT infrastructure and to ensure a more secure and resilient global semiconductor supply chain.

• Digital Connectivity and Cybersecurity Partnership (“DCCP”): The DCCP is a global USG initiative to promote an open, interoperable, reliable, and secure Internet.

This initiative enables partner nations to realize the benefits of a vibrant and secure digital economy through: catalyzing economically sustainable and secure private sector network investments; promoting regulatory reforms; and encouraging adoption of strong cybersecurity and data privacy best practices. DCCP works with overseas partners to ensure digital transformation promotes inclusive growth and fosters resilient and democratic societies.

• U.S.-ASEAN Smart Cities Partnership (“USASCP”): The USASCP is a collaboration between the U.S. public and private sectors with the ASEAN Smart Cities Network (ASCN).
