The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle-income countries.
D.1.2. SCOPE OF WORK
USTDA requires services under this non-personal services Definitional Mission (“DM”) contract to support clean transportation and logistics infrastructure project development and implementation in the Europe and Eurasia (“EE”) Region. Project development requests may include but are not limited to USTDA grant funding for technical assistance, feasibility studies, pilot projects, training, and capacity building activities for public and private sector entities. The DM Contractor would support U.S. government (“USG”) initiatives and USTDA engagement in the EE region by informing agency decision making and program design for proposed activities in eligible developing and middle-income markets. The DM Contractor would meet with prospective grantees and consult with U.S. companies interested in projects that seek to develop, scale, and deploy clean transportation and logistics infrastructure and catalyze new opportunities for the export of U.S. technology and services.
The DM Contractor shall, if requested by the COR, provide the following deliverables (“DM Deliverables”) up to the quantity indicated below. USTDA reserves the right to make the final determination on which activities merit consideration for DM Deliverables. The DM Deliverables, unless otherwise directed by USTDA, shall be labeled clearly on every page as “Business Confidential” and shall be treated accordingly per sections D.1.9., “Confidentiality,” and D.1.10., “Intellectual Property.”
Foreign Language Proficiency
It is preferred that the Contractor be proficient in the Russian language at the advanced professional proficiency level (Level 4) (as defined by the U.S. Department of State) (i.e., for speaking: able to use the language fluently and accurately on all levels; and for reading: nearly native ability to read and understand extremely difficult or abstract prose) The Offeror may satisfy these requirements through the use of interpreters with appropriate experience in transportation and logistics project development.

3. Consult U.S. industry. Contact and/or meet with relevant U.S. companies to discuss their relevant product and service offerings and interest in clean transportation and logistics infrastructure project opportunities in the EE Region;
4. Preliminary Assessments. If requested by the COR, provide up to six (6) Preliminary Assessments of project proposals, assess any project challenges, suggest mitigating measures, identify information gaps, and provide a recommendation and rationale whether or not USTDA should advance the proposal for further review and development.
5. Project Reports. Evaluate and further develop project concept notes and proposals, including developing activity Terms of Reference (“TORs”) and detailed activity budgets for USTDA consideration. All project opportunities proposed by the DM Contractor must be approved by the COR prior to the drafting of a formal funding recommendation.
6. Final Report. A comprehensive Final Report containing an index and executive summary of the DM objectives and outputs; copies of all DM Deliverables (Word, PDF, and Excel files); and
For each of the DM Deliverables requested by USTDA, the Contractor shall develop a stand-alone report. The requirements for the DM Deliverable reports are further detailed in section D.1.7., “DM Deliverables.”
D.1.4. CLIMATE RESILIENCE SCREENING
Per Executive Order (EO) 13677, USTDA is required to consider climate resilience in its international development work. The Agency has determined that in order to be compliant with the EO, climate resilience screenings must be conducted at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. Accordingly, the Contractor shall conduct a climate resilience screening utilizing the guidance provided in Attachment VII, “Guidance on Climate Resilience Screening.”
D.1.5. PROJECT PROFILE
The MENA-EE Regional Team has received several proposals and expressions of interest in FY 2023 for aviation, rail transit, and logistics projects that may be evaluated under this proposed DM, including in Kazakhstan and Ukraine. Potential proposals for aviation, rail transit, and logistics project opportunities could be received in areas such as resilient transportation; rail, aviation, and ports infrastructure; mobility management; project management; and supply chain management.
Background on the Transportation Sector in Europe & Eurasia
Russia’s war in Ukraine has had a direct impact on the transportation sector in the Europe and Eurasia region, including damage to Ukraine’s transport infrastructure, including airports, roads, bridges, and railways, as well as global supply chain disruptions. A joint assessment, which was released on March 23, 2023, by the Government of Ukraine, the World Bank Group, the European Commission, and the United Nations, provides an overview of one year of war impacts across twenty different sectors in the country. According to the assessment, total transport sector damage in Ukraine is estimated at $35.7 billion. While the largest concentrations of transport sector losses through August 24, 2024 (the period projected) is attributable to disrupted Black Sea port access

(64 percent), other concentrations include the closure of Ukraine’s aviation industry and loss of overflight revenues (21 percent combined), disruption to rail transport (7 percent), and disruption to road transport (7 percent). The assessment also highlights that reconstruction and immediate recovery needs in the sector are estimated to be $92.1 billion, with the largest concentration of reconstruction needs being railway infrastructure (30 percent). The expansion of westward logistics linkages, as well as emergency repairs to essential transport services in 2023 are included within the larger set of needs. Furthermore, disruptions in major supply chains and logistics, along with damage to transport infrastructure that has resulted from the war, necessitate increased infrastructure development that USTDA can support.
Potential Subsector-Specific Opportunities
Aviation
Russia’s war in Ukraine has resulted in the closure of Ukrainian airspace and the destruction of critical transport infrastructure, which has essentially ceased civil aviation activity in the country.
As of July 2022, the Ukrainian government reported that 12 of its 19 civilian airports had suffered damages. In addition, $5 billion in damages to airports and air navigation equipment were reported at the Ukraine Recovery Conference in Lugano, Switzerland in July 2022. The country needs significant investment to rebuild its aviation infrastructure in order to restore its air connectivity.
Kazakhstan’s Vice Minister of Industry and Infrastructure Development reported that the country’s airline companies transported 36 percent fewer passengers in 2020 due to the COVID-19 pandemic. Although civil aviation was one of the most affected sectors of Kazakhstan’s economy due to the reduction of international air travel and measures to battle the spread of infection, much progress has been made to modernize and expand as the aviation industry recovers. The European Bank for Reconstruction and Development (“EBRD”) and the International Finance Corporation are providing a financing package in the amount of $372.2 million to build a new terminal in Almaty International Airport and strengthen the country’s connectivity. In addition, the Government of Kazakhstan ratified and signed into law the Open Skies Agreement between the Government of Kazakhstan and United States Government in January 2022, which has paved the way for eventual direct passenger flights between Kazakhstan and the United States. However, for direct flights to take place, Kazakhstan’s aviation sector must receive specific certification following a Federal Aviation Administration (FAA) International Aviation Safety Assessment.
Rail
In Ukraine, it is expected that railway infrastructure, rolling stock, equipment, and other assets will constitute 30 percent of reconstruction and immediate recovery needs. The European Commission has already pledged to fund planning, development, and construction of standard-gauge cross-border rail lines alongside the European Investment Bank. In neighboring Bulgaria, the government recently announced tenders totaling $1.5 billion for rolling stock including, seven double-deck and 35 single-deck electric locomotives, 20 push-pull trains, 18 electric shunting locomotives, and on-board equipment for 108 electric and standard locomotives. The tender is part of larger rail modernization efforts in the country which include the $609 million Sofia –

Plovdiv rail line modernization project and the $2.5 billion Sofia-Vidin rail line modernization program, the latter being the largest rail project in the country’s history.
Rail is also a critical sector in other countries in Eurasia. Rail is one of the leading sub-sectors in Türkiye. The government of Türkiye has prioritized improvements to the rail sector and seeks to increase its railroad network to 28,590 km by 2053 and increase its high-speed rail connections from 8 to 52 cities. The Ankara-İzmir high-speed railway, which is scheduled to begin operation in 2027, will reduce travel times from 14 hours to 3 hours and 30 minutes, while the Istanbul– Kapıkule railway is set to connect Istanbul to the Turkish-Bulgarian border by 2025 and strengthen the rail transport link between Türkiye and the rest of Europe.
