Amendment 0001 Questions and Answers (BOLD) Continuation from SF 30 Block 14:

Reference: Solicitation Number: 1131PL24CDM11043 Sub-Saharan Africa: Definitional Mission Project Pipeline Development with the Alliance for Green Infrastructure in Africa

Questions and Answers (BOLD)

1. We understand from section D.1.11 that conducting a USTDA Definition Mission precludes the contractor from conducting downstream work for USTDA. Given that the Project Reports developed as part of this DM will be shared with Africa50 and AGIA members, we wanted to clarify the potential downstream conflict of interest with Africa50 and other AGIA members. Can you please advise which other potential development partners (beyond USTDA) may take forward Project Reports developed under this DM? Would the contractor be precluded from downstream work on those projects/with those development partners? If the contractor will be conflicted, will it be possible for the contractor to put mitigation measures in place?

Answer 1: The same rules would apply, in terms of project reports that the contractor supplies are projects that the contractor could not work on downstream. This should not preclude the contractor working on other AGIA or Africa50 projects that they did not have a direct role in screening.

2. Does USTDA have an indication of the potential countries of interest? This would assist with our planning (language capabilities) and budgeting.

Answer 2: USTDA anticipates a diverse portfolio of project in USTDA eligible countries, with a likely focus on Africa 50 stakeholder countries. French language capabilities would very likely be useful, while Portuguese and Arabic may or may not be required depending on the project countries.

3. Does USTDA have a preliminary list of potential projects?

Answer 3: No.

4. Can you advise on the number of projects by sector that will be evaluated?

Answer 4: USTDA anticipates that clean energy will comprise the highest proportion of projects, followed by ICT, Health, and Transport in descending order of likely number of projects. This is based on historical compatibility with USTDA export and development metrics, but is dependent on the specific project proposals received.

5. Can you please provide a revised link of DM tips—the link in the RFP (https://www.ustda.gov/business-opportunities/small-business-info/dm-proposal-tips) does not work. https://govflex.com/tips-for-submitting-a-ustda-proposal/

Answer 5: This section was included in error and has been discontinued, please do not use the govflex website content.
