D.1. PERFORMANCE WORK STATEMENT (PWS)

D.1.1. OVERVIEW:

USTDA seeks a contractor (Contractor) to organize and execute a Thailand: IPEF Digital Infrastructure Regulatory Workshop Series ("Activity" or “Workshop Series”). The Activity shall consist of up to four (4) separate and distinct workshops focused on best regulatory practices and spectrum management for terrestrial connectivity, satellite connectivity, cybersecurity, and assistive communications technologies for digital accessibility. The Workshop Series will support alignment with international best practices for digital infrastructure regulations and spectrum management.

The Workshop Series will be conducted over a period of 24 months. Each workshop will be up to two days and will be conducted in-person. The workshops will take place in various locations in Thailand, including Bangkok, and will include up to 150 participants.

The Workshop Series will convene stakeholders such as U.S. digital infrastructure companies and trade associations, along with U.S. and Thai regulatory authorities and other government agencies. The agenda for each workshop will focus on topics related to regulations, standards, and spectrum management. The Workshop Series will provide a unique forum for U.S.

stakeholders in the digital infrastructure sector, trade associations, regulatory authorities, and other government agencies to share their expertise with key decision-makers and stakeholders in Thailand.

D.1.1.2. BACKGROUND:

Thailand is committed to transforming into a digital infrastructure hub for Association of Southeast Asian Nations (“ASEAN”) countries. The “Thailand Industry 4.0” plan is an economic development plan initiated by the Thai government designed to help support Thailand’s growth into a high-income country by 2030 through investment in digitalization and innovation. This plan aims to enable the development of new technology and the transition to a digitally-driven economy, including the widespread adoption of next generation network technologies including 5G. Thailand’s goal is for the digital sector to contribute 25 percent of national gross domestic product by 2027.

The COVID-19 pandemic forced many of Thailand’s key economic sectors to adopt new digital solutions to keep the economy afloat while Thailand’s tourism sector struggled. These solutions have increased the demand for reliable connectivity that can support devices and technologies that incorporate internet of things (“IoT”), including assistive technologies that help facilitate digital inclusion for vulnerable or disabled populations. This demand has come alongside government policies that further promote the digital economy, smart cities development, and the expansion of internet connectivity to reach new parts of the country.

Terrestrial Connectivity

In 2022, approximately 21.34 million households in Thailand had an internet connection, representing an internet penetration rate of almost 75 percent. These figures are driven by significant recent improvement in fixed broadband internet speeds and the continued growth of fiber-to-the-home technologies, especially in major metropolitan areas. All Thai households are expected to have access to fixed broadband by 2027. While Thailand’s performance in fixed broadband has steadily improved, its mobile broadband performance has stagnated; while Thailand ranks 11th in the world in fixed broadband speeds, it only ranks 63rd for mobile speeds.

Over 83 percent of the Thai population access the internet through mobile networks, so this poor average speed performance has negative impacts on the country’s overall internet quality.

Therefore, Thailand is focused on upgrading its mobile networks in the near future.

The telecommunications market in Thailand has four major providers – True Corporation, Advanced Info Service, National Telecom, and Thaicom. There are currently major opportunities in the telecommunications sector as providers look to upgrade their networks and expand their services to respond to higher demand. The adoption of Internet of Things (“IoT”) technologies will rely on the successful deployment of nationwide, reliable, and fast 5G in Thailand.

As Thailand continues on its path to becoming a digital hub, major operators in the country have invested a combined $3.2 billion into Thailand’s adoption of 5G networks, which will, in turn, further accelerate the adoption of IoT solutions. The IoT market in Thailand is expected to grow to $2.19 billion by 2030, and Thailand’s Board of Investments is currently focused on making Thailand’s digital ecosystem more friendly to the adoption of IoT. Increased adoption of IoT and smart cities technologies in Thailand over the coming years will help drive the country’s digitalization.

Satellite Connectivity

Thailand is actively working to expand its satellite-based internet services. National Telecom, Thailand’s state-backed telecommunications provider, expects to roll out its satellite broadband services in the second quarter of 2024. Similarly, private telecommunications provider Thaicom has announced plans to launch a low earth orbit (“LEO”) satellite constellation gateway in collaboration with Globestar, Inc. (Covington, LA) that will bring expanded coverage to Thailand. Thaicom currently operates four satellites, the most recent of which was launched in 2016 in collaboration with SpaceX (Hawthorne, CA). Other Thai companies have also voiced their intention to enter the nascent market of providing commercial satellite-based internet services in the country. These companies are hoping to bring increased connectivity to critical sectors in Thailand, including tourism and aviation, to support the country’s growth and accommodate the needs of an increasingly connected population.

The National Broadcasting and Telecommunications Commission (“NBTC”) of Thailand is responsible for spectrum management across the country. NBTC has vowed to ensure more effective spectrum management as a part of the Thailand 4.0 plan and is in the process of developing new policies in anticipation of the upcoming expansion of the LEO satellite broadband services market.

Cybersecurity

Thailand’s Cybersecurity Act 2019 is intended to protect the country’s national security systems from cyber-related threats and crime. The legislation applies to both private and public sector entities in critical industries such as transportation, public health, energy, digital infrastructure, and banking. Even with safeguards in place, cybercrime continues to impact the Thai population, with the number of major cybersecurity threats to government and commercial entities in Thailand increasing from 135 in 2021 to over 770 in 2022.
