Amendment 00001 (A00001) /Questions (Q) and Answers (BOLD)

Q1: Page 15 of 56. Does the Government have leads and/or concept ideas for each of the five markets? If so, how many of these leads would the Government consider to being ready for further development and evaluation?

A1: Any available leads, concept notes, or proposals will be shared with the selected U.S. Contractor upon contract award.

Q2: Page 15 of 56. Can the Government clarify the permitted country distribution of the five activities? Page 15 of the PWS implies that the Contractor should develop one activity per country at a minimum, but there are ten countries in the region and just five slots. Would it be acceptable for the Contractor to approach this DM without country-specific limitations, meaning that it could develop two activities in Country A and three in Country B, provided that the COR authorizes development of those activities?

A2: It is envisioned that no more than one project report will be developed in any given country in Southern Africa. The Contractor must obtain approval from the COR in order to develop more than one project in any given country in Southern Africa. It will not be required to develop one project in each of the ten listed markets in Southern Africa.

Q3: Page 16 of 56. The Government indicates that "[t]he Contractor will not be paid for reports that are not approved or completed.” Our question concerns payment for work completed in the service of this Definitional Mission but that does not result in a Project Report. Simply for illustrative purposes, let us consider an extreme example: The Contractor travels to the region to meet with prospective stakeholders about project concepts, but (for reasons beyond the Contractor’s control) none of those concepts ultimately reach the stage necessary to meet the Government’s approval for development of a Project Report. In this case, the Contractor has performed significant work but cannot invoice for a complete Project Report. Will the Government provide partial payment for work conducted?

A3: In this case, Under the FAR 52.233-1 (c). Claim: The Contractor may submit a request for an equitable adjustment to the Contracting Officer (CO). The CO will determine if an equitable adjustment is warranted.

Solicitation Number: 1131PL22RDM11063 Title: Definitional Mission for Southern Africa ICT Opportunities

Q4: Page 52 of 56. With respect to past performance: If the Contractor is submitting references to a contract performed on behalf of USTDA, should the Contractor request that the USTDA contract POC complete and submit the Past Performance Questionnaire?

Or will the Government gather feedback from the USTDA contract POC directly?

A4: Yes, please request that the USTDA contract POC complete and submit the Past Performance Questionnaire.

All Else Remain Unchanged
