CONTINUATION OF STANDARD FORM 30 LINE ITEM 40:

Reference: Amendment 00001 (A00001) Questions for Latin America and the Caribbean Regional - Transportation Sector Desk Study (DS) Series/Solicitation no. 1131PL21RDS51031.

A00001 - Questions (Q) and Answers (Bold):

1Q. Is it possible for the U.S. prime (small business) to have a subcontractor (individual) who is not a U.S. citizen but who maintains a residence in the U.S. and is in the U.S. occasionally (not permanently)?

Yes, it is possible for a U.S. prime to have a subcontractor who is a non-U.S. citizen as long as the subcontractor is lawfully admitted for permanent residence in the United States (a green card holder). For more details, please see Attachment III in the Performance Work Statement, which outlines USTDA’s nationality requirements.

2Q. Is the awarded company expected to source potential opportunities for review, or will all 25 potential opportunities be identified and provided by USTDA?

All project opportunities to be assessed as part of this Desk Study Series will be identified and provided by USTDA.

3Q. Could you confirm whether a U.S. Firm can subcontract non-U.S. firms that bring extensive local experience? If so, is there a cap in the percentage of the budget that can be awarded to non- U.S. firms?

A U.S. firm cannot subcontract a non-U.S. firm for this activity. In accordance with USTDA’s nationality requirements outlined in Attachment III of the Performance Work Statement, “Award is limited to U.S. firms or U.S. individuals. Contractor and U.S.

subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States.”

4Q. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

There is no incumbent contractor. This is a new requirement and not a follow-on requirement.

All other terms and conditions remain unchanged.
