CONTINUATION FROM SF 30 LINE ITEM 14:

Reference: Solicitation Number: 11312PL21RDS31112 Amendment 00001 (A00001) Desk Study Series for Indo-Pacific Aviation Sector Opportunities

Responses to Questions and Answers (Bold): (A00001)

1. To level the playing field and align bidders’ expectations with any budget limitations, please advise on the estimated time input/level of effort of Key Experts over the project duration (in person-days)

Answer: As each project proposal will be different and may address different areas of the aviation sector, USTDA cannot provide an estimate as to the time input/level of effort of Key Experts in person-days. The Offeror should suggest the time input/level it anticipates it would need to review an individual aviation project proposal.

2. Please advise if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

Answer: There is no incumbent contractor. As USTDA is continually reviewing new project proposals, contractors have provided similar services in the past.

3. During the contract period, would the contractor be permitted to recuse itself from evaluating any proposal to USTDA on which the Contractor intends to bid on at a later stage to support its implementation?

Answer: No, one requirement of the Desk Study contract is to be an impartial, independent third-party reviewing project proposals. One condition of this contract is that the contractor and its subcontractors, if any, for this contract shall be ineligible to compete for, as a prime or subcontractor or otherwise, USTDA-funded activities that result from this contract, unless USTDA through its Office of Acquisition Management, shall have granted a waiver, that the preclusion of the contractor or its subcontractors from the follow-on activity would not be in the government’s interest. This restriction shall remain in effect for three (3) years from the termination of this contract or until the awarding of the USTDA-funded feasibility study resulting from this contract.

4. Will this contract be the primary or exclusive route for reviewing the proposals submitted to USTDA for Aviation sector projects in the Indo-Pacific Region during the contract period?

Lee, Alissa Tyrone, unless I put in the IGCE in-person days estimate I cannot answer this question. It’s also just an estimate and each DS should tell us how long they think it should take.

Solicitation Number: 1131PL21RDS31112 Title: Desk Study Series for Indo-Pacific Aviation Sector Opportunities

Answer: Yes.

5. Please advise on the estimated timeframe for completion of the Project Report(s) and

Grant Assessment Report(s) deliverables upon receipt of the proposals and/or supporting documentation from USTDA.

Answer: It is anticipated that the Project Report(s) should be completed within 2-3 months upon receipt of the proposals and/or supporting documentation from USTDA. It is anticipated that the Grant Assessment Report(s) should be completed within 1-2 months upon receipt of the proposals and/or supporting documentation from USTDA. Please note that before the completion of the Project Report(s) the Contractor would be requested to submit draft Terms of Reference and budgets for USTDA review.

6. Please clarify the estimated number of countries the Contractor may be required to visit during the one-week trip to the Indo-Pacific.

Answer: During the optional one-week trip to the Indo-Pacific it is anticipated that the Contractor would visit up to two countries.

7. If the Past Performance Questionnaire contract example is a USTDA project, does the questionnaire still need to be sent out to the USTDA Project Manager to complete or will the completion of the first section be adequate?

Answer: Yes, please send the Past Performance Questionnaire to the USTDA Project Manager to complete.

8. Can you please confirm that RFPs in the Region under the IQC Contract (RTMs, Workshops, etc.) are not subject to Paragraph D.1.13 Impartiality?

Answer: This is not an IQC Contract but a Desk Study contract, and it is subject to Paragraph D.1.13 Impartiality.

9. We kindly request a short one-week extension to the bid submission deadline until June 16, 2021. The additional proposal preparation time would allow to receive and reflect all clarifications into the bidders’ proposals and would benefit the quality of all proposals submitted.

Answer: No extension for this solicitation.

All Else Remain Unchanged.
