Solicitation Number: 1131PL21RDS21030 Amendment 00001 – for Global – Civil Nuclear Energy Desk Study Series Questions and Answers

CONTINUATION OF STANDARD FORM 30 LINE ITEM 40:

Reference: Amendment 00001 (A00001) for Global – Civil Nuclear Energy Desk Study (DS) Series / Solicitation no. 1131PL21RDS21030.

A00001 - Questions (Q) and Answers (Bold):

1. Without seeing the proposals and/or project concepts that the Contractor is to evaluate, there is risk to the Contractor in proposing a firm fixed price for the anticipated work. Can the Government award a time-and-materials contract based on the fully burdened daily rates included in offerors’ price proposals, rather than a fixed price contract?

Answer: No

2. In either case, may offerors propose a breakdown of the CLINs, such that labor estimates and prices are different for each of the projects listed in PWS Section D.1.5? That is, can CLINs 0001-0003 have different prices each for Ukraine, Poland, Vietnam, and Indonesia?

Answer: No. Labor estimates and prices should be consistent with the estimated Level of Effort (LOE) for the activities, listed in Section D.1.5 of the Performance Work Statement.

3. Section D.1.3 of the Performance Work Statement states that “for each of the five activities to be recommended to USTDA, the Contractor shall develop a stand-alone Project Report.” Please clarify whether the Project Report is the Business Confidential Analysis and Recommendation; if not, please provide a description of what is to be provided in the Project Report.

Answer: Yes. The Project Report is the Business Confidential Analysis and Recommendation. Attachment 1 of the PWS provides an outline of the Project Report.

4. In Section D.1.5 of the Performance Work Statement, USTDA estimates an LOE of 15 to 20 person-days for three of the proposals and 30 to 45 person-days for “a possible fifth proposal.” Please clarify whether there is an estimate for a fourth proposal as well as the fifth.

Answer: The estimated LOE for the potential fourth proposal is 20 person-days.

5. To allow sufficient time for proposal preparation including clarifications provided by USTDA, we propose an extension of the proposal deadline to three weeks following the issuance of responses to bidder questions.

Answer: No.

6. Can independent contractors submit a proposal to the solicitation under a joint teaming agreement?

Answer: Yes, According to FAR 52.207-6. As stated in this solicitation, Only one award will result from this RFP.

7. Public Market Report – Is there an attachment that outlines the scope of this report??

Answer: Attachment 1 of the PWS provides an outline of the Project Report.

8. What input from USTDA will be provided? Is this report to be developed based on publicly available information?

9. “Final Report”. As a deliverable, is the “Final Report” strictly a collection under one cover of previously submitted and approved reports by the contractor?

Answer: Yes.

10. Is the “Stand-alone Project Report under Section D1.3, a separate and distinct report from the “Business Confidential Analysis and Recommendation Report”. If so, what are the report’s specifications in terms of purpose and content.?

Answer: No. Attachment 1 of the PWS provides an outline of the Project Report.

11. Under Section D.1.5, what are the specifications of the referenced “FEED study in terms of the purpose and content? Is the FEED study intended to be a feasibility and estimate for performing a FEED work scope? In other words, what aspects of front-end engineering and design are being critically analyzed and for what purpose?

Answer: Please refer to Section D.1.2 Scope of Work to review the expectations for the Contractor. It is expected that the Contractor would assess whether or not a proposed activity meets USTDA’s basic funding criteria and develop and recommend the appropriate Terms of Reference (TOR) for the activity. Section D.1.5 Project Profile refers to the potential proposals that the Contractor would review.

12. Under Section D.1.7, are “Evaluation Summaries” a separate and distinct report from “Business Confidential Analysis and Recommendation Report”?

Answer: Yes. Please review Section D.1.7.1 Evaluation of Preliminary Proposals.

13. Under Section D.1.7, please provide for the Public Market Report” the appropriate attachment that outlines the standard content and format that is required for this report.

14. Under Section D.1.7, please define what is included under the term “Project Reports”

15. Under Section D.1.7.1, is an “Evaluation Statement a separate and distinct report from
