About this file

This document contains an amendment to a solicitation and responses to questions from potential offerors. The United States Trade and Development Agency (USTDA) is seeking administrative support services for its Information Resource Center through a firm-fixed-price contract set aside for small businesses. Services include staffing two reception areas, providing information resources and customer service support. The period of performance is one base year with four option years. Contractor personnel require a SECRET clearance and facility clearance through Defense Security Services. The due date for proposals was extended to February 3, 2020 at 12:00 PM EST. Resumes are only required for key personnel. The amendment clarifies that two reception areas do not need continuous staffing but cross-training of personnel is expected.

Attachment A2 - Responses to Solicitation Questions - 01/24/2020

1. Can you please clarify the following question not addressed? Our firm is currently in the process of getting a top secret facility clearance and will have an interim clearance within 1 month. Will we be eligible for award on this? I wanted to confirm this info prior to investing time into this requirement. Thank you.

Please see Section E.1.4. INFORMATION REGARDING INCUMBENT & OTHER CONTRACT REQUIREMENTS, Item 4. The Prime Contractor must be cleared (possess appropriate facility clearance level) in order to be considered for award. USTDA currently does not have an MOU with DSS to sponsor firms for facility clearance and therefore cannot serve as a sponsor for prospective offerors not possessing a current facility clearance.

2. Can you clarify the new due date for extension?

The due date is now extended to 12:00 P.M. noon E.S.T. on Monday, February 3, 2020.

3. Reference: Section E.1.8, Page33, Paragraph 2 – Several people asked this question, and there appears to be two different answers posted. Can the Government please just state whether bidders have to submit resumes only for key personnel, or for all positions?

Please submit only resumes for key personnel.

4. The top of page 18 on the solicitation states: “Staff and operate two (2) USTDA reception areas, one on the 15th and the other on the 16th floors of USTDA’s Offices. Both reception areas must be staffed at all times during normal business hours.” The response states to see the Amendment, however neither the CLIN hours nor the PWS changed. The PWS still states two areas must be staffed at all times and the hours still only show enough to support one receptionist. If you want one area staffed with one of the other employees, that is fine, but that should be stated explicitly that it is not an error.

See D.1.9.2. Performance Standards. The Contractor shall ensure that all staff are cross-trained on Agency business processes and IRC functions to ensure all staff understands IRC’s procedures and are able to provide cross coverage of duties, as needed. The Contractor shall also ensure that all staff is provided periodic training necessary to provide effective performance in all areas described in the PWS, to include change in the requirements pursuant to Federal or Agency regulations, policy, and/or procedures.

5. Block 11 on the 1449 states that the solicitation has been extended, but it only appears to have been extended by 2.5 hours (from 1230 hrs to 1500 hrs). Please confirm this is your intent.

The due date is now extended to 12:00 P.M. noon E.S.T. on Monday, February 3, 2020.
