Questions (Q) and Answers (Bold) regarding Solicitation 1131PL20RDS51285, Regional Latin America and the Caribbean Energy Sector Opportunities Desk Study Series - Amendment 0001 (A0001)
A0001 – Questions and Answers (Bold)
1. Can you please clarify/confirm thpat the (up to) 10 proposals for which Project Reports shall be developed will be a subset of the (up to 20) proposals for which Project Assessments are developed (i.e.
subset rather than additional)?
Answer 1. Correct, the Project Reports to be developed will be a subset of the Project Assessments evaluated for USTDA funding consideration. As stated in the Scope of Work (section D.1.2.), “The Contractor shall develop final project reports “Project Reports” for ten (10) of the Project Assessments for USTDA funding consideration.”
2. Can you please confirm that Project Assessments do not include any review/editing/development of project budgets (i.e. Attachment 1 section Q); any review/editing/development of project Terms of Reference (i.e. Attachment 1 section R); and any “analysis and recommendation” (i.e. Attachment 1 section N).
Answer 2: Correct, Project Assessments do not require the Contractor to develop Terms of Reference or an Activity Budget. For each Project Assessment, the Contractor shall recommend if further project evaluation and a Project Report is warranted, as stated in the Scope of Work (section D.1.2.)
3. Given that Project Assessments shall be submitted within 5 business days of receipt, to what extent will the Contractor be expected to conduct outreach for implementation financing and U.S. export potential within that short timeframe?
Answer 3: The Contractor shall endeavor to do their best efforts to provide the information required in the Scope of Work, including an assessment of implementation financing and U.S. export potential within the time allotted.
4. The PWS identifies two key personnel on the project, a “technical expert” with 140 days of labor expected, and a “financial expert” with 20 days of labor expected.
a. Can these roles be shared among more than 2 people?
Answer 4a: Yes, the Offerors may propose the labor mix they best see fit for completing the work in the PWS. The key personnel were included as a guideline to estimate the level of effort required to complete the work.
b. Do particular members of the project team need to be designated/assigned to these exact positions?
Answer 4b: No, Offeror’s may propose the optimal labor mix they best see fit for completing the work in the PWS.
c. Is there a limit to how many resumes can be submitted in the proposal?
Answer 4c: No, there is no limit to the number of resumes that may be submitted.
5. If the Contractor intends to use “translation and interpretation services” (PWS section D.1.5), should resumes for these translators be included in the proposal?
Answer 5: No, resumes for translators are not required. As stated in the PWS (section D.1.5.), “If the Contractor does not meet the preferred language proficiency criteria, the Contractor shall demonstrate ability to perform the work described in this PWS through the use of translation and interpretation services as the Contractor deems necessary.
6. Will the project proposals submitted to USTDA (i.e., documents that will be reviewed by the Contractor) be written in English, or in Spanish or Portuguese?
Answer 6: We anticipate that project proposals submitted to USTDA will be in English, Spanish, or Portuguese.
7. Please clarify whether the demonstrated proficiency with the Spanish and Portuguese languages refers to reading proficiency (for reports, studies, and laws issued by Latin American government agencies); speaking proficiency (for conference calls with project proponents or other stakeholders);
written proficiency (for the development of RFIs or other communication with project proponents and stakeholders); or all 3?
Answer 7: Offeror’s are encouraged to demonstrate their general professional proficiency, which may include reading, writing, and speaking, or any combination of the three.
8. Does the scope of work include a Public Market Report?
Answer 8: No, a Public Market Report is not required.
9. For Project Reports, where Attachment 1, Section I (“Developmental Impact”) is required, is the Contractor required to select these indicators from the USTDA Development Impact Guide? (The Development Impact Guide was not included in this PWS).
Answer 9: Upon award of the Desk Study Series, USTDA will provide guidance on the selection of Development Impact Measures.
10. Q: The RFQ is written as a two-year, multiple project IDIQ. Will the Contractor wait nearly two years to get compensated for the feasible project TORs or will there be a piece-meal payment structure per piece -meal delivery?
Answer 10: No, the Contractor will be able to invoice upon completion of each work deliverable (Project Assessment or Project Report).
