About this file
This solicitation requests services to develop a series of project opportunity resource guides profiling priority information and communications technology sector infrastructure projects in selected Latin America and Caribbean countries. The U.S. Trade and Development Agency intends to award a firm-fixed price contract with cost reimbursable line items for travel, with a 24-month period of performance. Services include conducting research and information gathering through travel to six partner countries to identify approximately 80 projects across 20 countries representing strong commercial opportunities for U.S. companies. This is a 100 percent small business set-aside under NAICS code 541690 for technical and management support services. The contractor may use subcontractors for less than 50 percent of the proposed price.

1. Please define which sub-region contains Guyana and Surinam.
Guyana and Suriname are envisioned as part of the Caribbean.
2. Please confirm Colombia is excluded from the countries of interest?
The absence of Colombia is an oversight. Colombia is envisioned as part of the Andean sub-region.
3. Given Ecuador and Peru are the only two countries remaining in the Andean sub-region, is there a sufficient scale for 10 to 12 projects?
Colombia is the third country envisioned are part of this sub-region, so there should be sufficient scale.
4. Given Argentina and Paraguay are the only countries in the Southern Cone sub-region, is there a sufficient scale for 10 to 12 projects?
Given the size of Argentina, and breadth of the 15+ ICT-related topics from which projects could be harvested, we are optimistic that there is sufficient scale.
5. Since this Resource Guide will be distributed to U.S. firms, are there reasons for not including higher-income countries in the effort (e.g., Chile, Uruguay, Panama, Bahamas, Trinidad and Tobago) where there may be more opportunities for sophisticated U.S. goods and services.
USTDA has opted to limit the Resource Guide Series to the countries denoted.
6. PWS Section D.1.4.3 states "The Contractor’s travel shall commence within 45 days of contract award unless otherwise agreed to in writing by the COR." However, if the project duration is 18 months, would it not be preferable to use the travel for more difficult markets that may be studied later?
USTDA is amenable to considering a compelling alternate schedule for travel.
7. PWS Section D.1.4.3 states ' To the extent necessary, the Contractor shall travel to six Partner Countries to conduct research and information gathering needed to carry out this Definitional Mission.travel to only six countries." We expect it will require many face-to-face meetings to get sufficient details for 80 projects across about 20 countries. Should we expect that USTDA will be satisfied if smaller markets are not included in the outreach as the market scale is likely to be too small to have large projects and we focus only on the large markets?
Offerors must provide a work plan that demonstrates a feasible outreach strategy that reaches a sufficient number of smaller markets as well.

8. The solicitation document contains the following passage in the introduction section: "The Government intends to award a Firm-Fixed Price (Fixed Labor Rate/Labor Day) contract with Cost Reimbursable Line Items for Travel with a 2-month period of performance as a result of this RFP." However, the PWS describes the contract performance period to be 24 months and the deliverables all due within 18 months. Please confirm the contract duration and period of performance.
The period of performance is changed to 24 months.
9. Confirming the performance period is for 24 months.
Confirmed. The period of performance is hereby changed to 24 months.
10. Sample DM Pricing Worksheet. I understand "the Government intends to award a Firm-Fixed Price
(Fixed Labor Rate/Labor Day) contract with Cost Reimbursable Line Items for Travel."
a. Do we list anything in the 2.0 Cost Reimbursable section? Or, leave it blank and only fill in 1.0 Fixed-Price? As these are reimbursable costs per Government travel policies, I am not sure what estimates to include here.
Estimated travel costs should appear in “2.0 COST REIMBURSABLE (Other Direct Costs)” of the “DM PRICE/COST PROPOSAL” spreadsheet. Per Attachment I (SF 1449), travel shall be in accordance with Federal Travel Regulations.
b. Do we cover the printing costs for the deliverables (20 bound hardcopy originals for each volume) within the Direct Labor portions, or do we list out the actual cost in the reimbursable section?
The offeror may include any printing costs in the reimbursable section.
