Attachment A – Responses to Solicitation Questions for Solicitation No.1131PL20RCP11208
Combined Synopsis/Solicitation for U.S. Personal Services Contractor (PSC) ‐ Regional Manager for Sub‐Saharan
Africa (Accra, Ghana)
Question 1: The solicitation header notes South Africa. Is this a typo? Is the selected applicant to be based in Accra, Ghana or South Africa?
Response to Question 1: This was corrected to state Accra, Ghana. Please see the updated Combined Synopsis/Solicitation attachment.
Question 2: Will field travel be generally limited to the West African region? Or will it cover entire Sub‐Saharan Area?
Response to Question 2: While the travel will be primarily focused within West Africa, travel throughout Sub‐ Saharan Africa, particularly for regional events, will also occur on a more limited basis. Travel to the United States will also occur to accompany USTDA reverse trade mission delegations, among other U.S. domestic events.
Question 3: Education allowance assumes up to three dependents. Will additional dependents beyond three be covered by education allowance?
Response to Question 3: USTDA assumes up to three dependents for the purposes of providing a sample budget only. If the selected respondent has more than three dependents, the corresponding allowances would be addressed during contract award.
Question 4: How frequent would selected applicant need to travel from Post to Program Office in Arlington in performance of duties?
Response to Question 4: While travel will likely be tied to events in the United States, in general, it should be expected that the selected applicant would travel from Post to USTDA’s Headquarters approximately once a quarter.
Question 5: Page 31, item #4, Travel notes travel from South Africa. Is that a typo and should be Accra, Ghana?
Response to Question 5: This was corrected to state Accra, Ghana. Please see the updated Combined Synopsis/Solicitation attachment.
Question 6: Page 31, item #4, Travel ‐ Is that addressing the initial travel from U.S. to the Post, personal travel back to U.S. while at the Post, or business travel back to U.S. while at the Post?
Response to Question 6: Item 4 on Page 31 addresses initial travel from U.S. to Post and business travel. It does not pertain to personal travel.

SECTION D – CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS:
D.1. SCOPE
The U.S. Trade and Development Agency connects America’s private sector to infrastructure projects in developing and middle‐income countries. USTDA accomplishes its mission by funding feasibility studies, technical assistance and pilot projects that integrate the expertise and innovation of American companies. The Agency also connects overseas buyers with U.S.
sellers through its reverse trade missions, industry conferences and workshops. Unique among federal agencies, USTDA is mandated to promote the participation of U.S. industry in infrastructure projects at the critical early stages when design choices and technology options are being defined.
USTDA is divided into five regions, each led by a Regional Director. These regional teams prioritize and focus on approximately 24 different countries that are eligible for USTDA‘s funding consideration. More information regarding USTDA programs can be viewed at www.ustda.gov.
The Sub‐Saharan Africa Regional Team focuses on identifying projects for USTDA funding consideration that would promote U.S. commercial interests across Sub‐Saharan Africa. While USTDA projects span a variety of sectors, the Agency’s program in the Sub‐Saharan Africa region focuses on the energy, transportation, telecommunications, agribusiness and health sectors. The Sub‐Saharan Africa Regional Team is also engaged in multiple U.S. Government Initiatives, including Power and Prosper Africa.
Through this solicitation, USTDA is seeking to fill the Regional Manager for Sub‐Saharan Africa, based in Accra, Ghana, Personal Services Contractor (PSC) (herein after “PSC”) position. The PSC is USTDA’s senior resident representative in Accra, Ghana, and is responsible for directing and promoting USTDA’s program in the Sub‐Saharan Africa region, with a focus on West Africa.
The PSC represents USTDA at the U.S. Embassy in Accra and works directly with other U.S.
Government representatives, African public and private sector representatives, the U.S. private sector, and financing institutions. Key responsibilities include: representing the agency at USTDA‐sponsored and other events throughout West Africa, such as conferences and workshops; coordinating USTDA’s program among the USG interagency at the U.S. Embassy and Consulates in West Africa; working with African public and private sector as well as U.S. private sector representatives to develop and implement activities with USTDA funding.
D.1.2. MAJOR DUTIES AND RESPONSIBILITIES
The PSC is responsible for identifying project opportunities for USTDA; advising USTDA’s Regional Director on investment strategy in the region; following up on the status of past USTDA investments; ensuring the formalization and implementation of USTDA grants and contracts; supporting USTDA Definitional Mission (DM), Desk Study (DS), event organizers or other contractors; and other related duties as assigned.
The PSC shall work closely with both public and private sector project sponsors, policy makers and other leaders; various lending institutions; and a variety of U.S. Government agencies. As a part of the U.S. Government team in Sub‐Saharan Africa, the PSC is required to work especially closely with the U.S. Ambassador and other embassy/consulate colleagues at the U.S. Embassy and Consulates in West Africa and other U.S. Missions throughout Sub‐Saharan Africa.
The PSC will be responsible for conducting business development and providing project management oversight of USTDA’s program in West Africa and throughout Sub‐Saharan Africa.
The PSC will also represent the Agency at USTDA‐sponsored events, at non‐USTDA sponsored events, and within the interagency of the U.S. government; this may require travel up to 25 percent of the year. The PSC will report directly to the Regional Director for Sub‐Saharan Africa and work as a team with Sub‐Saharan Africa Country Managers in Washington, D.C. and USTDA’s Staff based in Sub‐Saharan Africa.
Business Development and Project Management
The PSC shall identify projects that are viable for USTDA funding consideration. This includes identifying projects that promote U.S. exports, and support development and economic growth in host countries. Projects may project preparation for public or private sector infrastructure projects, reverse trade missions, workshops and other activities that support USTDA’s mission.
The PSC shall work with the Regional Director and Sub‐Saharan Africa Country Managers in…
