Q.7. In what cases will international travel be required?
A.7. Please see D.1.10. In instances of when electronic exchange is not appropriate or feasible, international travel may be required.
Q.8. Where are the U.S. firms located, and do you anticipate travel to various sites?
A.8. Please see D.1.10, D.1.13, D.1.14 of the PWS and A.7. above.
Q.10. What is the general time frame from notice for completing each audit from kickoff? (i.e.
within 6 months, within 12 months, etc.).
A.10. Although partially contingent upon the cooperation of and access to information provided by the Auditees as well as the type of requirement, ideally each audit is completed within 6 months, no more than 12 months.
Q.11. Will the assigned audits be performed simultaneously, or consecutively?
A.11. If a company is assigned more than one audit at a time it is expected that they would be performed simultaneously.
Q.12. Are we to provide a price per audit? Or the price for 3 audits?
A.12. The proposed prices should be per audit.
Q.13. We understand these types of audits have been done in the past. For e.g. USTDA issued
RFQ 1131PL-18-RSA41048 in Jan 2018 for a similar audit to be performed on Nigeria ABIBA
Solar Power Plan feasibility study.
a. Historically, about how many hours are needed for each audit of this type? i.e.
govt’s estimated LOE
A.13a. This requirement is substantively different from the Nigeria ABIBA requirement. As subject matter experts, Offerors are expected to be able to provide the hours/LOE they think is needed based upon the PWS.
b. Please provide the name of the audit firm that was awarded the contract under
RFQ 1131PL-18-R-SA41048 (Nigeria feasibility study), and the awarded amount of this contract. i.e. obligated value
A.13b. The Award was to Niche Assurance in the amount of circa $73K.
Q.15. Could the government provide either an example of the audit report they would like to receive (redacted as needed) or the approved audit plan for one of the prior engagements that was performed. This will help bidders understand the nature of procedures to be performed and report requested?
A.15. The PWS makes multiple references to the procedures required, reporting requirements, and standards that must be met. Notably Section D.1.2., D.1.4 and D.1.5.
Q.16. NAICS 541211 – Offices of Certified Public Accountants, has a small business size standard of $20.5M and is restricted to CPA firms; the solicitation references NAICS Code
541690 – Other Scientific and Technical Consulting Services, which has a small business size standard of $15M. Would USTDA consider using NAICS 541211 as this NAICS is relevant to the solicitation and requirement to be a CPA firm?
A.16. NAICS 541211 with a size standard of $20.5M is hereby incorporated for this solicitation.
Q.17. D.1.2 Scope of Work references Section D.1.16 for a description of audit services, however, Section D.1.16 is not included. Please provide correct reference.
A.17. See Section D.1.4, Paragraph 2, “The COR will provide the Contractor with written authorization of the type of Audit to conduct and will include all requirements to be tested during the AUP engagement.”
Q.18. D.1.8 – Type of Contract, notes USTDA contemplates fixed-price, multiple-award which may result in award of up to 4 contracts. However, the Instructions to Offerors states on page 1, paragraph 2, “The Government contemplates a hybrid fixed-price/cost-reimbursable, multiple award requirement which may result in award of up to 3 contracts from this solicitation”. Please clarify the type of contract and number of awards contemplated.

Q.19. Volume II: Price – what level of detail, if any, should offerors’ provide to support the unit price in the SF-1449?
A.19. For the Labor Categories, please provide the fixed price per unit for each AUP, Examination, AUP with Work Value Assessment, and Examination with Work Value
Assessment. Please see the attached pricing proposal worksheet. If price reasonableness cannot be determined by competition, the Government may seek other than cost and pricing data per FAR 15.403-3 to determine price reasonableness.
Q.20. Type of Report – the PWS refers to both AUP and examination engagements. Both
Section D.1.4 and D.1.5 state the objective is to determine whether the U.S. Firm performed work in compliance with specified requirements. Please clarify when AUP vs. examination will be required.
A.20. Section D.1.15. 2018 Selected Audits are the three activities that would require AUP services upon award. The other seven audit report needs will be identified between now and 2020. The additional seven Audit Reports will either require AUP or Examination services and in some instances the addition of a Work Value Assessment. The needs will be identified depending on funding and Agency need.
Q.21. There may be a significant difference in level of effort required between an AUP and an examination. For pricing purposes, please provide clarification as to whether Item No. 0001 and
0002 on the SF-1449 are AUP or examination engagements.
