D.1.1 USTDA Mission Statement

The U.S. Trade and Development Agency (USTDA) helps companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies.

USTDA links U.S. businesses to export opportunities by funding project preparation activities, pilot projects, and reverse trade missions while creating sustainable infrastructure and economic growth in partner countries.

Additional information about USTDA’s program is in Attachment A.

D.1.2 Summary of Functions

The Contractor shall provide transportation engineering support services to provide subject matter expertise in support of the Agency’s programmatic efforts. The engineering firm (Contractor) shall provide services in five key areas:

a) General expertise;

b) Development and design of program activities;

c) Technical inputs to the drafting and revising of technical documents such as terms of reference and budgets;

d) Technical advice during the course of the Agency’s monitoring and oversight of programming; and

e) Technical advice on new or emerging technologies and market trends in emerging markets.

The Contractor shall provide a Project Manager/Engineer to work on-site at USTDA’s headquarters in Arlington, Virginia, with reach back to the Contractor’s firm for additional support as needed, to respond to an indefinite number of consultations for a variety of transportation sector needs that support USTDA’s programming efforts.

D.1.3 Ineligibility for Performance on Other USTDA Activities

Work performed under this contract shall be conducted with complete impartiality and objectivity and that the Contractor and its Subcontractors do not obtain an unfair competitive advantage on USTDA-funded activities. The Contractor shall therefore be ineligible to compete for, as a prime or subcontractor or otherwise, any future USTDA funded activities resulting from this contract. The tasks under this contract require access to proprietary, business confidential, and internal agency documents, to include, but not limited to, financial data, which informs USTDA’s grant and acquisition activities, and may give rise to a potential organizational conflict of interest in accordance with FAR Subpart 9.5. USTDA, through its Office of Acquisition Management, reserves the right to grant a waiver, based upon FAR 9.503, if preclusion of the Contractor from USTDA activities resulting from this contract would not be in the Government’s interest. This restriction will remain in effect for four (4) years from the completion of performance under this contract. The Contractor is responsible for including this restriction in all subcontracts under the contract.

D.2 SCOPE OF WORK

Solicitation No.: 1131PL-17-R-CP91084 Page 15 of 33

The Contractor shall have the following engineering disciplines, at a minimum, to respond to specific Agency needs or project issues as they arise, which include, but are not limited to:

Required Transportation Disciplines:

a) Aviation including but not limited to:

safety, security, air traffic control, airport design and operations.

b) Rail

c) Intelligent Transportation Systems

d) Ports and Shipping

e) Other transportation sector disciplines in which U.S. industry is competitive

Cross-sector Engineering Disciplines - Preferred but Not Required:

a) Environmental

b) Emissions Mitigation or Reduction

c) Climate Change, Adaptation, Mitigation, Resiliency

d) Energy Solutions for Transportation

e) Information Technology for Transportation

The Contractor shall provide a Project Manager (PM) or Engineer with project management expertise to work on-site on a fluctuating (between full-time and part-time) basis, as dictated by the Agency’s needs. The Contractor shall support all of the Agency’s transportation sector programming needs, as well as the Office of Program Monitoring and Evaluation’s need to help closeout some of the Agency’s ongoing work.

Minimum qualifications for the on-site PM/engineer are:

a) Minimum of 5 years managing a contract SOW and/or teams conducting work that is similar in size, scope and complexity to the requirements of this solicitation.

b) Transportation engineering certification and at least 10 years of project specific engineering experience relevant to the type of infrastructure work the Agency is supporting. This includes engineering specific experience relative to:

• Project preparation (pre-feasibility, feasibility, technical assistance, design, procurement, etc.)

• Project development, construction, maintenance and operation

• Analysis and writing technical documents for non-technical personnel use and understanding; and,

• Experience in USTDA eligible regions and/or countries

Team members must have industry appropriate certifications for their area of specialty and/or at least 10 years of relevant professional experience in the subsector disciplines listed above.

The transportation sector is broad, encompassing major subsectors such as aviation, rail, intelligent transportation systems (ITS), and shipping and ports, thus requiring disparate areas of technical expertise for the Agency to effectively evaluate new transportation projects and monitor ongoing activities. In the event that sub-sector specific issues do arise, in which the PM/Engineer does not have expertise to support, the PM/Engineer shall be able to reach back to the Contractor’s team in order to support the Agency’s needs. The PM/Engineer is responsible for facilitating the inputs from other Contractor personnel to Agency staff, ensuring quality control of work product and compliance with the scope of work (SOW) requirements.
