(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) applies to this solicitation.

Method of Award

The Government anticipates awarding to one contractor as a result of this RFQ. Unless the government rejects all offers, the Government will award a BPA resulting from this RFQ to the responsible contractor whose quote conforming to the RFQ is determined to be the best overall value based on an evaluation of the Technical Approach, Past Performance, and Price.

The Government intends to evaluate quotes and award the order without discussions with contractors, and reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Therefore, the contractor’s initial quote should contain the best price and technical terms.

If the CO determines that the number of quotes that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotes.

The Government may reject any or all offers if such action is in the public interest and waive informalities or minor irregularities in offers received.

The Government will evaluate quotes on a best value, tradeoff basis. The Government has listed the evaluation factors below with non-price factors considered equally important. All non-price factors when combined, are more important than price.

Evaluation Factors

Factor 1: Technical Approach

Factor 2: Past Performance

Factor 3: Price

Factor 1: Technical Approach

The Government will evaluate the Technical Approach based on the following:

• Access the completeness and effectiveness of the proposed database to meet the content and functionality requirements stated in the Statement of Work.

• The versatility of the database including the variety of countries and HS level available within the database.

Factor 2: Past Performance

The past performance evaluation will examine how the contractor’s past performance validates expected performance and customer satisfaction. In conducting the past performance assessment, the Government may use data obtained from other sources as well as that provided in the quote.

The Government will evaluate past performance as a measure of the Government’s confidence in the contractor’s ability to perform successfully, based on a demonstrated record of performance.

The Government will first determine the relevancy of the past or present performance by assessing whether the contractor’s recent (within the last three years) projects are of a similar size, scope, and complexity to the effort required by the RFQ.

The Government will then assign a past performance rating which indicates the level of performance on past and present efforts, as well as a confidence rating on how well the contractor performed on recent contracts.

Factor 3: Price Quote

The Government will evaluate the price quote to determine whether the annual price is fair and reasonable. The Government may consider prices that are excessively high or low (without sufficient justification) unrealistic and unreasonable and may receive no further consideration.

Assumptions, Conditions, or Exceptions

The Government will evaluate all assumptions as part of the individual factor or sub factor to which they apply. The Government reserves the right to reject any quote that includes any assumption(s) that affect satisfying the Government’s requirements.
