About this file

This document is a Sole Source Justification for the acquisition of preventative maintenance and emergency repair services for the OT-2 Robot (Opentrons) instruments and equipment used by the National Bio and Agro-Defense Facility (NBAF) Validation Services (PVSS) Proficiency team.

The Proficiency team at NBAF requires these services to ensure the proper functioning and maintenance of the OT-2 Robot used for quality control experiments and proficiency panel preparation. The sole source justification cites the OT-2 Robot as a customized piece of equipment that requires specialized services from the original manufacturer, Opentrons Labworks Inc., which is the only vendor capable of providing the necessary preventative maintenance, repairs, and technical support. The estimated price for the one-year service agreement is $24,796.80. This sole source acquisition is being pursued under FAR 13.106-1(b)(1) for simplified acquisitions.

United States Department of Agriculture Limited Source/Brand Name Justification

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting activity.

VS/NVSL/NBAF

2. Description of supply or service required to meet the agency’s needs.

Preventative maintenance and emergency repair services for the OT-2 Robot (Opentrons) instruments and equipment for National Bio and Agro-Defense Facility (NBAF) Validation Services (PVSS), Proficiency team.

The Proficiency team at NBAF (NVSL) will use the OT-2 Robot (Opentrons) to run the quality control experiments crucial to proficiency panel and assay control preparation. These proficiency panels are provided, internally, externally to state diagnostic laboratories and internationally. The preventative maintenance, repairs, and technical support are necessary to ensure the instruments are properly working and well maintained.

Technical Requirements / Tasks

• 20% Discount of on-site installation

• Onboarding with dedicated Field Application Scientist

• Perform one (1) scheduled preventive maintenance and calibration service per year for the equipment listed below.

• On-site repair visit for down robots.

• Full parts coverage for PMs and repairs

• Overnight parts replacement shipment

• 4-hour average first response time

• 48-hour on-site response time (for repair)

The personal completing preventative maintenance or repairs must work independently on the equipment;

however, an escort will be required to always remain with the service technician while inside the containment facility. The escort will not be giving guidance, assistance, or supervision to the technician.

3. The rationale or circumstances for limiting competition.

These are direct replacement parts/components for existing equipment. The instrument sat for several years without use at the National Bio and Agro-Defense Facility (NBAF) from when it was purchased until NBAF initiated operations. Some parts have degraded, and it is required for the company that made and sold the instrument be the one to service it. The robot was customized to fit NBAF needs and therefore service agreements are not transferable.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

Market research was conducted, but it was determined that no other vendors are capable of fulfilling the requirement.

5. Estimated price, including all options, if applicable.

$24,796.80
