The government anticipates a firm-fixed price contract award on an all-or-none basis. Based on the responses, the requirement may be set aside for 100% small business participation. Interested parties are invited to submit capability statements by July 08, 2024. No solicitation has been issued at this time, and the government will not provide feedback or evaluations on the submissions.

Statement of Work Maintenance on 1600 square-feet Quarantine Greenhouse
Whitehall Forest 175 Phoenix Road Athens, GA
Summary of work Contractor will perform an annual inspection/servicing on the APHIS-permitted (P526P-22- 05814) quarantine greenhouse (Q-GH, hereafter) at the Whitehall Forest, 175 Phoenix Road, Athens, Georgia. Contractor is to provide all materials, tools, labor, supervision, transportation, and all incidental items needed to perform maintenance on the Q-GH facility. All waste materials shall become property of the contractor and be removed from Government premises.
Non-routine maintenance and repair that will result in additional costs are to be handled outside the terms of this agreement on a case-by-case basis. Work schedule shall be coordinated with Daniel Oakley, phone (706) 389-0976.
The Contractor shall maintain progress at a rate which shall assure completion and acceptance of work within the specified contract time.
Work items Shade system inspection/service: Contractor is to inspect all retention lines, cables, pulleys, switches, joints, bearings, and shade materials as well as verify complete system function.
Roof and wall panel inspection: Contractor is to inspect all roof and wall panels for visible leaks/cracks/damage; especially between panels and frame/foundation.
Exhaust fan inspection/service: Contractor is to verify operation of 2 exhaust fans, clean screen guards, clean and lubricate shutter blades, check louvers, tighten/replace drive belts, clean propeller blades.
Horizontal Air Flow (HAF) fan system inspection/service: Contractor is to inspect 2 HAF fans for proper operation, clean guards and propeller blades, and lubricate bearings (if applicable).
Side vent system inspection/service: Contractor is to service 2 vent machines and 2 vents comprising the side/gable vent system, inspect shafting (drive system), verify operation, adjust open/close limits, lubricate each shaft hanger, lubricate each rack/pinion, and grease/oil gearbox (if applicable).
Evaporative cooling system inspection/service: Contractor is to inspect and service evaporative cooling system, check for proper operation, and clean pads with stiff bristle brush.
Heater system inspection/service: Contractor is to inspect and service heater unit, check for proper operation, clean guards and propeller blades, check flue pipes and remove blockage, and clean heater cases.
Insect screen inspection/service: Contractor is to inspect side and gable screens for damage, and clean screens of dirt and dust.
Drainage systems inspection/service: Contractor is to inspect and clear 3 drains and their associated sediment screens.
Irrigation system inspection/service: Contractor is to inspect all incoming water controls, plumbing, and connections and replace any damaged components (not including attached hoses).
Greenhouse controls inspection/service: Automated fan and vent systems are controlled by a Wadsworth EnviroSTEP system. Contractor is to clean/replace filters in aspirator sensor controls and verify that all equipment and systems function correctly.
Roof gutter inspection/service: Contractor is to inspect 145 linear feet of roof gutters for proper function, and clean roof gutters by removing debris and leaves from gutters.
