Transition to a new contractor. f6r these purposes would likety resul! in substantiatdelays because a new contractor would not. have access to the proprielary softrare velir studios is usingto develop and maintain the website. jn acoition, web programming *ouli need to be redoni to comply with the new contractor's stahoards and iroceoures.

ASPE also expects that it would take a new contractor longer to fix any problems with Velir studios' original programming il1an it would take Velir to identify and adQr.ESs :such issues.

The Urban Institute and its partners are doing excellent work on the current contract and it is,important that phase 2 concepts and methodologies be consisfelt with those.of the Phase 1 Analysis plan approved by AgpE on March 15,',2011. This is most iikety to be ih" .aru itine same Lrganizations

, and analysts are. involved fn the new phqse of the p-rojegt.

It is also important to note that the original eontract (REMls # Hp-10:015) was a P$C competitive task order and recelved tworbids. other gontraetors were given the opportunity'to compete for this contact at that time and the Urban lnstitute and its subcontractors were chosen baged or.r both tdchnical expertise and cost., For these reasons ASPE beli€ves this task order meets the criteria for a justiflable exception tg tho fair opportunity process. please contact Kenneth
