Scope of Work National Technology and Development Program (NTDP)
Fatigue Monitoring Study
1.0 Introduction
1.1 Background—Wildland fire personnel's work tasks and schedules are known to cause fatigue. Though no concise definition exists, scientific research has linked fatigue of any dimension (e.g., burnout, cognitive fatigue – both task- and sleep-related, physical fatigue, emotional fatigue, perceptual fatigue) to worker health, well-being, and performance. The National Institute for Occupational Safety and Health (NIOSH) has broadly described fatigue as "a feeling of weariness, tiredness or lack of energy." Short-term fatigue (referred to hereafter as fatigue) is a sense of mental or physical tiredness brought on by stress (lack of sleep, physical work, nutritional inadequacies, or mental stresses). Furthermore, scientific research indicates that based on operational or environmental factors, fatigue is normal, and agencies can reduce or reverse a person's fatigue when providing adequate recovery or rest.
NTDP will conduct a fatigue monitoring study with two years of data collection. The study will include three Forest Service Interagency Hot Shot crews. Two crews are located in Flagstaff, AZ and one crew is located in Happy Jack, AZ. The contractor will be responsible for obtaining blood samples (beginning, middle, and end of fire season) to analyze creatine kinase, cortisol, testosterone, complete blood cell counts, blood lipids, and test panels looking at metabolic and thyroid function.
