About this file

This is a Temporary Traffic Control Guidance attachment that establishes requirements for traffic management during construction activities along the I-90 corridor in Washington State. All temporary traffic control must conform to Section 1-10 of the 2014 State Standard Specifications for Road, Bridge, and Municipal Construction, and all flaggers must possess current flagging cards issued by Washington, Oregon, Montana, or Idaho. Traffic control operations shall comply with the WSDOT Manual on Uniform Traffic Control Devices (MUTCD).

The document specifies detailed restrictions on lane and shoulder closures, permitting short-duration shoulder stops using light vehicles with warning flashers without lane closure, while low-volume access (1 vehicle per hour) requires temporary single lane closure. Single lane and ramp closures are restricted to specific nighttime and weekend hours: Monday through Friday from 8:00 pm to 9:00 am, Friday 10:00 pm through Saturday 7:00 am, and Saturday 9:00 pm through Sunday 9:00 am, with directional variations on Sunday. All closures on Exit 54 Gore Area require ramp closure with pre-approval from WSDOT and the Contracting Officer Representative (COR). Holiday restrictions prohibit all lane and shoulder closures during extended periods surrounding Memorial Day, Labor Day, and the 4th of July, with varying blackout windows depending on the day of the week the holiday falls. All exceptions to these closure hours must receive pre-approval from both WSDOT and the COR, with authority reserved for the State to adjust hours if traffic impacts are determined to be adverse.

•During times when multiple vehicles are entering or exiting a site from the highway shoulder or median (>1 vehicle per hour), a temporary single lane closure will be necessary.
•Access to and from the Exit 54 Gore Area will always require a ramp closure.
