JUSTIFICATION AND APPROVAL

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department

2. Description of the Action Being Approved

Award of a firm fixed priced contract on a sole source basis for critical repairs to hangar doors required by provided by National Door Service, Inc.

3. Description of Supplies/Services

The NSWCDD requires immediate repairs to be performed on hangar bay doors on building 194 (Hangar 2). Repairs to hangar doors required old gearboxes and drive system removed and replaced with a new drive assembly. All old cables and sheaves will need to be replaced along with a new electrical panel for new drive systems.

Doors require two new personnel doors with locks and associated hardware and all new weather seals. Bottom rail gaps need welding and all safety items installed.

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

5. Rationale Justifying Use of Cited Statutory Authority

The NSWCDD Building 194 was built during the World War 2 era so there is limited knowledge of how these doors were designed and manufactured. The doors and opening components are at the end of their life cycle and are in need of extensive repairs and renovations to more modern parts that are more readily available.

Full and open competition is not feasible due to the fact that National Door Service, Inc. performed the inspection and assessment under contract N0017820P6880 providing a detailed report. National Door Service, Inc. has intimate knowledge of the door systems from this thorough inspection provided to the government as well as knowledge on older door drive systems that are presently on building 194's hangar doors. Mission work cannot be completed with the hangar bay doors inoperable. The NSWCDD must have both han ar ba doors in o erational status in order se of another vendor would delay this effort further hindering the use of these buildings.

With the inspection and door roller replacement completed under the previous contract, it is logical to award a follow-on contract with National Door Service, Inc. to perform the remaining repairs. They are the only vendor with intimate first hand knowledge of all of the deficiencies and repairs required in order to restore the hangar bay doors to full functioning capability. At this stage of work, seeking another vendor would duplicate cost and effort estimated at a minimum of $30,000.00 for new inspections and roller repairs and 80 plus direct productive person hours (DPPH) for administrative items.

Additionally, market research shows a significant increase in the market price for a new inspection and door rollers alone.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Prior to the current proposed contract, market research was conducted using internet searches, collaboration with primary facility managers, and previous inquiries from the existing contract for door inspection and roller replacement. NSWCDD received three inquiries from National Door Service, Inc., Groome Door & Mechanical Systems, and ASSA ABLOY Entrance Systems us, Inc. After conducting a site visit, only two quotes were received. National Door Service, Inc. provided the lowest price technically acceptable quote percent to perform the door inspection and roller replacement effort.

The current proposed contract for immediate repair was synopsized on the BetaSAM website on 13 January 2021 and only National Door

Service, Incorporated expressed interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than National Door Service, Incorporated to provide the required equipment and services.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

Once repairs have been completed with Commercial off the shelf

(COTS) items, another maintenance contract will be released so that the life of the doors can be extended for many years to come and daily operation of the doors can continue. This will provide the opportunity for other contractors to bid and create a working relationship with the government.
