About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Juvenile Justice. The contract seeks to procure Vocational Programming and Career and Technical Education (CTE) Services for management of CTE programs within DJJ secondary education facilities. The intended single source vendor is Livingstone Schools, Inc., doing business as Florida Trade Academy (FTA). No specific response deadlines, due dates, site visits, bidders conferences, or award dates are indicated in this notice. The contract is posted effective September 8, 2026, and the term of the contract is not specified in the document.

The contract is valued at $525,000 and will be funded through Perkins V Grant funding via federal and state sources. The single source justification centers on FTA's unique qualifications as both a FLDOE-recognized school operator and 501(c)(3) nonprofit workforce intermediary with credentialing authority. FTA is authorized to certify students through nationally recognized bodies including NCCER, the Society of Manufacturing Engineers, ServSafe, and the National Restaurant Association—all aligned with Florida's Master Credential List. The Department of Juvenile Justice asserts that no other provider in Florida currently holds this dual identity as both a licensed school and credentialing intermediary in relation to this scope of work, making FTA's service model uniquely specialized and non-replicable. Protests must be filed with the General Counsel's Office within the timeframe prescribed by Florida Statutes Section 120.57(3).
