About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form submitted by the Florida Department of Juvenile Justice for vocational programming and Career and Technical Education (CTE) services. The Department of Juvenile Justice, through its Florida Youth College (FYC) Office of Post Secondary and Workforce Education, is seeking to procure services to manage CTE programs within DJJ secondary education facilities. The contract term runs from October 1, 2026, through September 30, 2027. The posting date was August 17, 2026, with a deadline for receipt of information by September 8, 2026, providing a 15 business day comment period for prospective vendors. No site visits, bidder's meetings, or conferences are mentioned in the document.

The estimated contract value is $525,000, funded through Perkins V Grant funding from federal and state sources. The sole-source procurement is intended for Livingstone Schools, Inc., doing business as Florida Trade Academy (FTA). The justification for single-source selection centers on FTA's unique dual identity as both a Florida Department of Education-recognized school operator and a credentialing intermediary, a combination no other provider in Florida currently holds. FTA is authorized to certify students through nationally recognized bodies including NCCER, the Society of Manufacturing Engineers, ServSafe, and the National Restaurant Association, all aligned with Florida's Master Credential List. The agency asserts that FTA's specialized service model and direct experience managing the full academic infrastructure required in a DJJ secondary education setting cannot be quickly acquired by new providers, meeting the criteria for single-source exemption under Florida Statutes.
