STATEMENT OF WORK
Construction Supervision over
Rehabilitation of Small-Scale Infrastructure Project in Armenia and Water Supply Rehabilitation Project in Stepanakert, NK I. Background
USAID/Armenia is launching two new construction programs: (i) a new Public Private Partnership (PPP) activity to respond the Global Economic Crisis and the impact it is having on rural communities by carrying out small-scale infrastructure projects that will create jobs and rehabilitate rural infrastructure prioritized by the communities and (ii) an implementation of a 2-year Stepanakert Potable Water Supply Rehabilitation project with two distinct activities for the rehabilitation of two separate water supply systems and associated infrastructure of Stepanakert city in Nagorno Karabakh.
A priority area for the first project would be potable water and sanitation projects in rural villages that are isolated and not connected to the centralized water system as well as other small-scale infrastructure projects prioritized by the communities. This activity also will provide unemployed members of the communities with short-term employment through the renovation of high-priority community infrastructure.
As for the second project USAID funds will be used primarily to improve water supply at two priority sites; Vararakn Water System and Meghraget Water System Upgrades that supply water to the city of Stepanakert. This will prevent the further deterioration of the existing systems. Works include priority repairs, rehabilitation and modernization, and purchase and installation of water meters. Funds will also be used to increase Karabakh State Water Company’s institutional capacity to maintain and run the renovated system equipped with new technology and supplies via provision of manuals, spare parts, etc.
II. Summary
Small-scale infrastructure rehabilitation/renovation works will be conducted in the following seven marzes of Armenia, namely: (i) Lori; (ii) Shirak; (iii) Tavush; (iv) Gegarkunik; (v) Siunik; (vi) Vayots Dzor, and; (vii) Aragatsotn marzes. Totally about 35-40 projects with total estimated cost about $1.8mln will be implemented. It is anticipated that the following four types of projects will be implemented in frame of the Small-Scale Infrastructure Program:
· Rehabilitation of water supply and sanitation system which will/could include rehabilitation of water reservoirs, water mains, connections, distribution network, and water-metering pits;
· Installation of gas distribution system which will include works on pipelines, connections, pressure drop stations and metering posts;
· Civil works which will include structural works, roofing, plastering, painting, tiling, electricity works, provision of internal infrastructure (water/heating pipes, electricity wires) for schools, kindergartens, community centers etc. to be rehabilitated/renovated;
· Street lighting works which will include replacement/installation of poles, wiring, energy efficiency issues.
Water Supply Rehabilitation Project with total estimated cost about $1.9mln in Stepanakert includes:
A. Year 1: Upgrade of the Vararakn Water System through the following activities:
· Elevation of the dam: currently, the level of dam is low which results in accumulation of sand and sediments in the pipes over time. During rains the water carries stones and debris. Lifting the dam will allow water intake from higher levels of the river and will significantly decrease the accumulation of stones in pipes.
· Construction of a new iron-concrete sand trap: current structure is old and does very basic sand cleaning. The new sand trap, to be built on a higher location, will allow more effective water cleaning, before it goes to the water treatment station.
· Renovation of 300 meters of steel pipes to connect to the main and establish safety zone
· Renovate roughly 4,700 meters of steel water pipe to give it more gravity, to allow better water flow of the water; and replace 800 meters of steel pipes.
B. Year 2: Upgrade of the Meghraget Water System through the following activities:
· Elevation of the water intake station across the river for 5.5 km (from 760 m. to 930 m. above sea level) to give it more gravity flow;
· Construction of a new water intake at the new location;
· Construction of new water pipeline (about 5 km).
III. Services to be provided by A&E Company
The A&E Company will undertake the supervision of contractors construction activities and provide the following services:
1. Design review and comments;
2. Ensure that works are in compliance with the approved design and applicable laws, building codes and safety requirements.
3. Supervision of construction works for safety, quality, quantity (volume of works) and time control;
4. Participate in and where necessary perform interim testing of systems and system components;
5. Participate in the final inspection and acceptance of works.
6. Work closely with USAID respective staff for coordination of activities, provide regular technical feedback on progress, schedule joint monitoring site visits
7. Compile and provide related documents and reports, etc.
Comment on the Contractor’s Shop Drawings
The A&E Company will review the working designs and specifications to ensure that they comply with local Armenian construction codes and safety and environmental requirements Supervision of Construction Contractors Works
The A&E Company shall supervise the construction work for overall technical quality and compliance of performance, equipment and materials, and the quality of workmanship as well as the quantity (volume of works) and time control when tasked.
This shall involve compliance with the design and specifications, quality of work and changes of the program when appropriate. Compliance control shall be carried out for supplies as well as for works. Particular attention has to be paid to the compliance with safety and environmental requirements.
The contractor’s claims and justifications for extensions of time due to delays caused by events outside the contractor’s control shall be reviewed by the A&E firm in order to verify the soundness of such claims. Recommendations shall be made to USAID/Armenia either recommending acceptance or denial of the contractor’s requests for extensions, changes for the approved plans and schedules.
Technical Inspections:
The A&E Company shall check all the technical codes and standards for the installation and construction of all systems/equipment and their compliance with approved designs, applicable laws, building codes, safety and environmental requirements.
Meetings:
Site progress meetings with USAID/Armenia shall be scheduled on a monthly or semi-monthly basis as requested by USAID/Armenia for each specific order. More frequent meetings will be organized during times of peak activity, if necessary. In case inaccuracies will be identified during inspection visits, corrective and remedial measures will be discussed and agreed upon during the formal progress monitoring meetings.
The principal items to be addressed at the project progress meetings and following monthly reports shall include but not limited to the following:
· Adequacy of performed works with the initially approved design;
· Discussion of identified current/potential problems, finding solutions.
Testing and Commissioning
The A&E Company shall participate in the interim and final commissioning. A&E shall certify final test results and witness the commissioning of the systems. Testing of all the equipment/systems installed by the construction contractor shall be carried out in accordance with the specifications. A&E Company engineers shall attend and witness final testing of equipment and systems.
IV. Duration of Services
Estimated duration of services under the Blanket Purchase Agreement to be provided by the A&E Company shall not exceed 5 years in total. The duration of specific orders will be negotiated per the construction works time schedule of each specific construction project.
