About this file
This Addendum 1 to RFP 11081-0-2022-BP is issued by the City of Madison, Wisconsin Finance Department Purchasing Services for the 2022 Parks Athletic Field Fencing project. The addendum addresses nine key questions submitted by bidders regarding project specifications and requirements. The original contract completion date of December 2, 2022 is noted as potentially flexible at Parks' discretion. The project involves fencing replacement at multiple athletic fields, including three softball fields and bullpens, with specific requirements for fabric gauge, post dimensions, footer types, and weed barrier installation. For fields where existing fencing is replaced, the new fencing will be installed on either side of existing gates and posts that remain in place, except at bullpens where complete gate replacement is included. At softball fields, fence replacement begins at specific points where different fence heights and configurations meet the backstop and outfield fences. Bidders are required to acknowledge receipt of this addendum on RFP Form B and the Receipt Forms and Submittal Checklist.
The addendum clarifies acceptable substitutions from original specifications, including 9 gauge fabric in lieu of 10 gauge, 3-inch outer diameter end/corner posts instead of 2.5 inches, and 2.5-inch outer diameter line posts instead of 2 inches. Either concrete footers or drive anchors are acceptable footer styles. Weed barrier is required under all fencing, including at bullpens. Existing gates, posts, and latch posts in replacement areas will remain, while new fencing will be installed adjacently. At Bowman field, the new fence must maintain the existing angled configuration at walk gates to allow gates to remain open during games and prevent direct routes for foul balls into spectator and team areas. Parks staff will handle any necessary pitcher's mound relocation in bullpens. Questions regarding the addendum should be directed to Brian Pittelli, City of Madison Purchasing Services, at (608) 267-4969 or bpittelli@cityofmadison.com.

RE: ADDENDUM 1
11081-0-2022-BP
2022 Parks Athletic Field Fencing
Notice to All Bidders:
Please note the following responses to the questions received:
Question 1 Is the contract completion date of 12/2/22 flexible?
Answer It is possible for Parks to extend this deadline.
Question 2 For the fabric specified as 10 gauge, is it possible to substitute 9 gauge instead?
Answer Yes, 9 gauge is acceptable.
Question 3 End/corner posts are specified as 2.5” outer diameter, commercial fences at 8’ height typically use 3.0”.
Ok to substitute?
Answer Yes, please provide quotes for 3” outer diameter end/corner posts.
Question 4 Line posts are specified as 2” outer diameter, commercial fences at 8’ height typically use 2.5”. Ok to substitute?
Answer Yes, please provide quotes for 2.5” outer diameter line posts.
Question 5 Ok to use concrete footers in lieu of drive anchors?
Answer Yes, either style footer is acceptable at this site.
Question 6 Do you want the weed barrier under the fencing at the bullpens as well?

Question 7 Is moving the pitcher’s mound in the bullpen included in this contract?
Answer It is not, Parks staff will move the pitcher’s mound if needed.
Question 8 In areas where fence is being replaced, does that include replacing the gates as well?
Answer No, the existing gates, posts, and latch posts will remain. The fencing on either side will be replaced. This does not apply to the bullpens; complete gate replacement is included in this bid item.
Question 9 For the (3) softball fields, at what point does the fence replacement begin?
Answer For fields #2 and #3, replacement begins where the foul line fences meet the backstop, and continues to the intersection with the outfield fence. For the east foul line fence at softball field #1, the fence replacement begins where the 10’ OC posts with no top rail meets the 8’ OC posts with top rail, and continues through to point where the outfield fence meets the taller fencing.
Question 9 Do you want the fence to angle out at the walk gates at Bowman like they are, or can we make the fence/gate one straight line to the backstops?
Answer Yes, the new fence needs to maintain this angle. The angle allows them to keep the gates open at all times during games. That way any foul balls hit that way don’t have a direct route into the spectator/team areas.
Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
