STATEMENT OF WORK
Langley AFB Chapel and Bethel Manor Chapel Catholic 1100 Mass Music Director/Musician
1.0 CONTRACT POSITION TITLE.
Catholic 1100 Mass Music Director/Musician
2.0 ENVIRONMENT
2.1 The contractor shall provide musical leadership through song and instrument (keyboard or guitar) for the 1100 Catholic Mass at Bethel Manor Chapel, Langley AFB Chapel or other assigned location.
3.0 HOURS/UNITS OF WORK
3.1 Contractor services will be provided during Catholic Masses/Services, normally one hour to ninety minutes in length. Practice sessions/rehearsals will be held prior to each service at a time to be determined by the Contractor, with the approval of the Catholic Priest/Chaplain. Special Masses, services, and practices/rehearsals for those Masses and services, are in addition to the normal weekly work units.

4.0 CONTRACTOR GENERAL RESPONSIBILITIES
4.1 Contractor shall perform for all regularly scheduled Masses or Services, choir rehearsals, rehearsals with the congregation, and additional services as requested by the Catholic Priest or Contract Officer, including, but not limited to, special chapel functions and other special services.
4.2 Follow 633 ABW/HC operating instructions for use and care of buildings and equipment.
4.3 The Contractor is to coordinate all support requirements with the Catholic Priest or his designee.
5.0 CONTRACTOR SPECIFIC RESPONSIBILITIES
5.1 Select and prepare appropriate music approved by the Catholic Priest and by the Guidelines for Catholic Liturgical Music provided by the Catholic Priest.
5.2 Prepare/conduct rehearsals for instrumentalists and singers for each service.
5.3 Teach new music to the congregation before each service as directed by the Catholic Chaplain.
5.4 Lead congregational singing, provide instrumental accompaniment, identify and train a cantor for leading the congregation in song and for singing the Responsorial Song and Gospel Acclamations.
5.5 Recruit instrumentalists, choir members and cantors for the choir.
5.6 Maintain communication with choir members, instrumentalists, and the Catholic Priest, as well as with the priest celebrant of the Mass.
5.7 Attend quarterly, or more often if needed and requested, liturgical planning meetings.
5.8 Work on this contract may require that the Contractor have access to Privacy Information. Contractor Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, and applicable agency rules and guidance.
5.9 The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Catholic Priest/Chaplain. The contractor is to submit the names and qualifications of the proposed subcontractors. Approval is to be sought at least fourteen (14) days prior to the absence. Subcontractors must meet the requirements of the position outlines in the Statement of Work (SOW). Contractor is responsible for payment of the substitute.
5.10 The Coordinator is responsible for paying any Social Security payments, Federal or local income taxes, and State unemployment insurance premiums for themselves, as well as for any individual employed or subcontracted by them to provide services under this contract.
6.0 EDUCATION, EXPERIENCE, AND OTHER SIGNIFICANT QUALIFICATIONS:
6.1 Have the ability to sight-read, read and teach music.
6.2 Possess accompanist ability on an instrument (keyboard and/or guitar) appropriate to Catholic liturgical settings (Masses, services, funerals, etc.)
6.3 Ability to plan and select appropriate contemporary Catholic liturgical music within the guidelines provided by the Catholic Priest.
6.3.1 Must have familiarity with the elements and flow (parts of the Mass) of Catholic Liturgy.
6.3.2 Must be adaptable and willing to accept the supervision, guidance and decisions of the Catholic priest who is responsible for all aspects of the liturgy.
6.3.3 Must have the ability to analyze Scriptural readings for themes and be willing to consult with the Catholic Priest who determines the theme for the Mass and the homily at any given Mass or service. (Ideally, the music selected should enhance and enrich the message of the Mass and homily.)
6.3.4 Submission of a CCD representing the music that will be used at Mass and/or audition may be required.
6.4 Must demonstrate proficiency in leading congregational singing. Congregational singing is a priority at all Catholic Masses and Services.
6.5 Must have the ability to recruit, organize, and lead a choir of volunteer singers, musicians, and cantors.
6.6 Must have the ability to work with other song leaders in liturgical coordination.
6.7 Must have the ability to regulate the sound system.
6.8 Contractor should have a basic understanding of military protocol and possess the ability to communicate effectively with a diverse congregation.
6.9 Contractor is required to dress appropriately (as directed by the Catholic priest) for a professional atmosphere.
6.10 Contractor will require all members of the choir, instrumentalists and cantors to dress appropriately as professionals and instruct the choir members regarding proper etiquette in a Catholic Mass or service (e.g., no gum chewing, no food or beverages in the sanctuary).
7.0 SECURITY REQUIREMENTS
7.1 Physical Security: Contractor shall be responsible for safeguarding all government property provided for uses. At the end of each workday, ensure government facility, equipment and materials are secure.
7.2 Pass and Identification: Contractor shall obtain and display all Government and contractor identifications as required. Contractor shall return all Government issued identification and vehicle passes at contract expiration or termination thereof.
7.3 Traffic laws, Weapons, Firearms and Ammunition: Contractor shall comply with all base traffic regulations. Contractor is prohibited from possessing weapons, firearms or ammunition on themselves or within their privately owned vehicle while on Langley AFB.
7.4 Key Control: Contractor shall safeguard and ensure Government furnished keys are not lost, misplaced, or used by unauthorized individuals. Contractor shall not duplicate and Government furnished key and shall report immediately to the Catholic Priest of lost keys not later than the next workday.
7.5 The Catholic Leader of Song/Accompanist must have recently completed or be willing to complete, prior to beginning work, the VIRTUS training.
7.6 The Contractor must have the proper criminal history background checks before receiving the contract to include the National Agency Check Investigation
(NACI) and a State Criminal History Repositories (SCHR) and an Installation Records Check which includes Medical Records check and Security Police check.

Please see the Security Manager for the forms. Forms will be returned to the
Security Manager, who will initiate the process.
The Contractor may be permitted to work under the terms of the contract before completion of the background check. Only upon favorable completion of the checks will the Contractor be able to continue the contract.
8.0 GOVERNMENT FURNISHED EQUIPMENT AND SERVICES
8.1 Contingent upon availability of funds and the approval by the Wing Chaplain, conference or training fees, or travel expenses may be funded by Chapel Tithes and Offerings Fund.
9.0 EVALUATIONS
9.1 Contractor will be evaluated periodically (no less than annually) by the Catholic Priest and/or the Catholic Liturgy Committee.
9.2 The Contractor may be required to meet with the Catholic Priest, as often as it is determined necessary.
10.0 TRAINING
Specialized training to enhance job skills is authorized for this position contingent upon availability of funds and approval of the Contract Officer.
11.0 THE QUALITY ASSURANCE PERSONEL
11.1 The primary quality assurance personnel (QAP) for this contract is the Superintendent, Chapel Operations, and the alternate QAP is the NCOIC, Chapel Resource Management.
11.2 The QAP or their designee will monitor and inspect the contractor's performance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
12.0 pRIVACY ACT.
12.1 Work on the contact may require that Contractor have access to Privacy Information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and guidance.
13.0
Quality Assurance.
13.1 The QAP or his/her designee, will be the POC for the day to day operations and duties and responsibilities of this contract. The Contractor must coordinate work with the QAP and/or GS Catholic Priest or Catholic Chaplain who is ultimately responsible to the Wing Chaplain who oversees all Langley Chapel programs.
14.0
Definitions:
14.1 Contracting Officer: A person with authority to enter into, administer and/or terminate contacts, in addition to making related determinations and finds on behalf of the United States Government.
14.2 Quality Assurance Personnel (QAP): A person assigned by the Government to inspect and accept services.
