Program/Equipment: Cyber Capabilities Development Integration Directorate (C-CDID) requires an extension of the CDID Army Capability Management (ACM) office for Network and Services (NS) contract to avoid a break in service due to a pending contract consolidation with the CDID Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The IDIQ pending award is scheduled for 21 June 2021. Due to the time required to in-process, on- board, and ensure that personnel are able to perform their work, and the impact to the mission if there is a gap in service; it is recommended to extend the current contract until such time as the CDID IDIQ contract and task orders are complete ensuring no or minimal impact to the ACM NS mission.

a. Contract W91249-20-F-5001 was awarded for a performance period of 28 November 2019 through 27 November 2020 to Credence Management Solutions, LLC.

This contract is one (1) of five (5) C-CDID contracts being consolidated to form a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract pending contract award on 21 June 2021. As the Army's only capability development manager for tactical and enterprise networks and services, a gap in service will result in serious injury to the Government. Without this contract, ACM Networks and Services will no longer be able to accomplish Army Modernization Guidance (AMG) tasks, Network -

Cross Functional Team (N-CFT) tasks, JCIDS document development, and the modernizatio f 40 of the Army’s network programs of record.

Additionally, the Army will lack an ability to support system test and evaluation, perform basis of issue (BOI) development, and support the Warfighter through direct unit engagements and synchronization events. ACM Networks and Services will no longer be capable of effectively:

Cross Functional Team (N-CFT) tasks, JCIDS document development, and the modernization of of the Army's network programs of record. Additionally, the Army will lack an ability to support system test and evaluation, perform basis of issue (BOI) development, and support the Warfighter through direct unit engagements and synchronization events. ACM Networks and Services will no longer be capable of effectively:

Serving as the capability developer/integrator for Networks and Services in support of the proponents, Army, and the Army Modernization Enterprise

Serving as the Army user representative for facilitating and integrating new Army Networks and Services equipment and capabilities

Serving as the user representative for the operations and functions of the Army S6/G6

Serving as the Force Modernization Proponent representative for capability development and feedback for Joint, Army, and Cross Functional Team (CFT) modernization initiatives, which includes middle-tier/rapid prototyping and rapid fielding priorities

Integrating and coordinating concepts and DOTMLPF-P solutions across the full range of military operations

Coordinating with the material developers and stakeholders to develop, field, sustain, and modernize assigned systems to meet Army Signal Modernization and transformation strategies for the current and future Signalforce

Supporting Army Demonstration, Experimentation, and Prototyping (DE&P) efforts to accelerate the evaluation of new technology and platforms in support of Joint All- Domain Operations (JADO).

The incumbent, Credence Management Solutions, LLC, is the only contractor with the readily available personnel who have the requisite knowledge and experience to immediately perform the requirement. The phase-in/phase-out transition of all services and efforts to a different contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition (both contractors at an estimated cost of approximately

b. Alternatives.

1) Suspension of Services. Suspension of services is not a viable alternative.

Without services from the N&S contract, the entire Subject Matter Expert (SME) workforce responsible for enabling the development of key network modernization efforts. This will result in extensively delaying or entirely halting the following:

Unified Network Operations document development.

Integrated Enterprise Network capability documents development.

Critical assessments of the MCN-AE system.

TRILOS fielding support.

All COMSEC Modernization Efforts.

Technical manual and training material verifications.

Without services from the N&S contract, the entire Subject Matter Expert (SME) workforce responsible for enabling the development of key network modernization efforts will no longer exist. This will result in extensively delaying or entirely halting the following:

c. Impact if not approved.

See paragraph 5a above. All efforts associated with establishing or modernizing requirements for the Chief of Staff of the Army’s (CSA) modernization priority #4 (Unified Army Ne ork) will be curtailed or cancelled based upon Arm Senior Leader prioritization. It will lead to degradation or elimination of support to all 21 approved programs currently in fielding; stop the 16 developmental efforts that are in staffing; and all other lifecycle and user rep requirements associated with integration of CSA’s network modernization strategy.

6. Efforts to Obtain Competition: The Government is currently engaged in procuring the services on a competitive basis under a consolidated MA IDIQ contract with a five-year ordering period as an 8(a) set-aside using commercial procedures. A sources sought notice was posted on 29 October 2020 to beta.SAM. A total of 13 responses were received.

7. Actions to Increase Competition: As indicated above, this in an interim action to allow for continued performance pending contract award of a C-CDID IDIQ contract on or about 21 June 2021. Due to the need for continuous services, effective competition is not feasible.

Market Research: Market research was conducted on 29 May 2019 to identify industry partners that are capable of meeting the government’s needs for the on-going competitive acquisition. A review in SAM of perspec dors that current solicitation was done to

2) Use of In-House Resources. There are no in-house resources capable of providing the required services. It would take a minimum of 180 days to recruit and hire through the civilian personnel system, and then an additional 90 days to train the personnel necessary to support the current requirement. The length of this process renders this alternative unrealistic.

3) Re-compete the effort. There is an ongoing competitive IDIQ acquisition expected to be awarded o/a 21 July 21. Another competitive acquisition would take longer to complete than the short time period of this requested extension. There is currently no other source that can provide the immediate capabilities necessary to meet the total requirements provided by the in place contractor.

BIOP development across all programs.

Protected SATCOM requirements identification.

Mission Partner Environment development.

Logistics Network development.

Additionally, suspension of services will result in reducing opportunities for the Army’s requirements generation community to engage Soldiers to obtain user feedback, conduct new equipment training, and incorporate critical changes into requirements based on “hands-on” user information.
