About this file
This is a Scope of Work specification document issued by the Dallas Area Rapid Transit Authority (DART) for the procurement of a 1000 kVA Power-Cast transformer, a proprietary Square D by Schneider Electric unit. DART seeks to procure one transformer as a critical spare component to be held in reserve for emergency replacement of failed transformers at three facility power substations: Willis Facility Power Substation (WFPS), Facility Power Substation 1 (FPS1), and Facility Power Substation 2 (FPS2). The transformer must serve as a direct replacement for existing units without requiring modifications to switchgear or bus work and must support essential tunnel systems including lighting, pumps, communication equipment, fire alarms, UPS systems, and emergency egress lighting. The specification document does not include response dates, due dates, site visit information, or bidder conference details.
The transformer must meet precise technical specifications including a 1000 kVA rating, primary voltage of 13,200 volts delta with 95 kV BIL, secondary voltage of 480Y/277 with 30 kV BIL, 60 hertz frequency, 5.75 percent impedance with +/- 7.5 percent tolerance, copper windings, and 185-degree cast coil insulation class. Additional requirements include a 50 percent overload rating with Model 98 temperature monitor, UL listing, energy efficiency of 99.2 percent minimum at 50 percent load per DOE 2016 standards, specific high and low voltage terminations, and comprehensive factory testing including ratio, polarity, phase relation, no-load loss, impedance voltage, load loss, and impulse testing. The unit must be delivered fully assembled, tested, wrapped for shipping, with an aluminum nameplate, ANSI 61 paint color, and mounted within an indoor cabinet. The specification document does not provide pricing terms, set-aside information, funding amounts, or other procurement terms. The document emphasizes the critical nature of this procurement for ensuring continuous power supply and reducing the risk of extended operational outages.

Dallas Area Rapid Transit Authority
EXHIBIT I – IHDR 33I – SPECIFICATIONS – Solicitation No: B-2095987
Scope of Work (SOW) for Procurement of OEM 1000 kVA Power-Cast Transformer
Project Overview:
Dallas Area Rapid Transit (DART) seeks to procure a 1000 kVA Power-Cast transformer, proprietary to Square D by Schneider Electric, as a direct replacement unit for the LRT tunnel substations. This unit will serve as a critical spare transformer to be held in reserve for emergency replacement in the event of failure of existing transformers in the Willis Facility Power Substation (WFPS), Facility Power Substation 1 (FPS1), or Facility Power Substation 2 (FPS2).
Purpose:
The procurement aims to ensure continuous and reliable power supply to essential tunnel systems such as lighting, pumps, communication equipment, fire alarms, UPS, and emergency egress lighting. The unit must meet exact fit, form, and function requirements to seamlessly replace failed transformers without modifications to existing switchgear or bus work.
Specific Requirements:
Designation: 1000KVA Powercast

Unit must be compatible for direct installation without any modifications to existing bus work or switchgear.
Delivery and Lead Time:
• The transformer must be delivered fully assembled, tested, and wrapped for shipping.
• The vendor must provide an estimated lead time and confirm availability given the critical need for timely procurement.
Project Importance and Risk:
This transformer is critical for backup power in the event of catastrophic failure of the existing transformers at DART’s substations. Failure to procure a ready replacement with the specified OEM requirements exposes DART to extended power outages to critical systems, risking operational safety and compliance with emergency system requirements.
