About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Juvenile Justice (DJJ), seeking vocational programming services for its residential facilities. The procurement is for Career and Technical Education (CTE) services to be delivered from September 1, 2025, to June 30, 2026, with an estimated contract value of $525,000.00. The services will focus on three primary vocational tracks: welding/soldering, building technologies, and culinary arts, with the intended single source vendor being Livingstone Schools Inc., doing business as Florida Trade Academy.
The proposed contract includes comprehensive educational programming with specific credentialing objectives, such as NCCER Core certifications in welding and carpentry, and ServSafe Food Handler credentials in culinary arts. Livingstone Schools holds exclusive licensing for two proprietary technology platforms, Jobtimize® and Vametric®, which enable unique behavioral and cognitive assessments and real-time student performance tracking. The vendor will provide hands-on, standards-aligned instruction, project-based learning, digital and paper assessments, and coordinate with Florida Scholars Academy for transcript credit and reporting. The document indicates that these technological platforms and instructional approaches make the vendor uniquely qualified for a single-source procurement.
