FAR PART 6 JUSTIFICATION AND APPROVAL FOR OTHER THAN
FULL AND OPEN COMPETITION
To Upgrade 11 Warning Sirens on Redstone Arsenal
1. Contracting Activity: The Contracting Agency for this action is Army Contracting Command (ACC-RSA) Redstone, Alabama 35898-5000
The Requiring Activity is US Army Garrison – Redstone / DPTMS
2. Description of Action: US Army Garrison – Redstone is soliciting a new firm Fixed-Price Contract for the Upgrade and Maintenance of 11 Outdoor Warning sirens. The Period of Performance will be five years (Base + 4 option years) from 01 Sep 15. The total estimated value is $69,945.68.
3. Description of Supplies/Services: This requirement is for equipment, parts and labor required to upgrade, from analog to digital, 11 Outdoor warning Sirens located on Redstone Arsenal and operated by the Huntsville Madison County Emergency Management Agency. This requirement also includes maintenance and repair of the 11 Outdoor Warning sirens. The upgrade procedure and subsequent maintenance/repair will be monitored by Plans and Operations branch of the USAG - Redstone Arsenal Directorate of Plans, Training, Mobilization and Security (DPTMS).
4. Authority Cited: The statutory authority permitting other than full and open competition for this acquisition is 10U.S.C. 2304(c) (1), as implemented by FAR 6.302-1(a) (2).
5. Reason for Authority Cited: There are 11 Warning Sirens located on Redstone Arsenal that require upgrade from analog to digital. The Sirens are a major part of warning the Redstone workforce of Severe Weather threats and Tornadoes as well as eminent attacks. The siren upgrade is vital in ensuring the safety of the workforce and all visitors.
Huntsville, Madison County, Alabama has entered into an Agreement (Resolution Number 15-239) with Integrated Telecommunications Systems, Inc.; 1801 Hicks Road, Unit D: Rolling Meadows, Illinois, to upgrade 130 Outdoor Warning Sirens (include Redstone’s 11). Integrated Telecommunications Systems has contracted a local company; Sharp Communication; 3403 Governors Drive SW;
Huntsville, Alabama; to complete the upgrade and maintenance.
If this requirement is awarded to another company, that company will not be on the same central activation component therefore; the required software modifications will not be performed accordingly.

Using the same company for the upgrade and maintenance will insure integration with the main system and continuity of service/maintenance.
6. Impact: Failure to use the listed company for this requirement will severely impact the safety of the Redstone Arsenal workforce and visitors. The upgrade to digital state of the art equipment is essential for maximum functionality which will provide for the continued current warning capabilities of the Garrison’s Installation Emergency Operations Center. Madison County is currently in process of upgrading all the sirens in the county and intend to complete the project by September 2015. The continuity for the integration of the sirens is essential in providing the proper warning for all of Redstone Arsenal tenants and workforce. If the upgrade project is not funded, Redstone Arsenal will lose the warning capability of the 11 sirens which will become obsolete in September 2015 when the County is completely upgraded to digital. Further, the Garrison will not be in compliance with AR 525.27.
7. Actions to Increase Competition: This office will continue to monitor the market for other companies with the potential for meeting our requirement and these companies will be considered for other contracts in the future. At this time this action is not available for competition based on the rationale provided in paragraphs four and five.
8. Market Research: Market Research has been conducted to determine the availability of the functionality required to meet the Government’s needs.
9. Interested Sources: Sharp Communications INC.; SB; http://sharpcom.com
10. Other Facts: An Intergovernmental Support Agreement was considered for this requirement however; further research found that this avenue would take six
(6) to eight (8) months to have in place. This vehicle would need to be in place by September 2015. It was decided that this was not a viable solution.
The Outdoor Warning Sirens on Redstone Arsenal represent 8.5% of the total (11/130) sirens in Madison county. Equipment involved in the upgrade are; two
(2) computers with configuration; two (2) FIUs with installation; Software licenses and all programming services. This requirement was competitively bid on behalf of the taxpayers; with all of the other municipality’s agreement.
11. Technical / Requirements Certification: I certify that the supporting data under my cognizance which is included in this abbreviated J&A is accurate and complete to the best of my knowledge and belief.
