About this file

This document is a Request for Information (RFI) issued by the Montana Department of Public Health and Human Services (DPHHS), Developmental Disabilities Program, regarding Crisis Response Services as outlined in House Bill 691 (HB691). The RFI was released on September 22, 2021, with a closing date of October 6, 2021, seeking input from providers on developing comprehensive crisis response services for individuals with developmental disabilities. The state is specifically interested in providers' capabilities to deliver three levels of intervention: a preventative level involving training to identify and prevent potential crises, an intermediate level providing direct professional support to individuals approaching a crisis, and an advanced level involving service delivery outside an individual's current community placement.

The RFI covers multiple health-related commodity codes, including health services, medical services, nursing, and safety services. The state aims to establish a structured approach to crisis response that helps minimize and avoid crisis situations for individuals with developmental disabilities, with a focus on supporting both providers and families. No specific budget or funding sources are explicitly detailed in the document, and there are no buyer attachments, questions, product line items, or service line items added to the event. The primary goal is to gather information from potential providers about how these crisis response services could be most effectively developed and implemented.

The State of Montana, Department of Public Health and Human Services, Developmental Disabilities Program (the State) is requesting information to assist with developing and implementing Crisis Response Services, as described in House Bill 691 (HB691). All interested parties are invited to submit a response to this Request for Information (RFI).

HB691 directs the State to “establish crisis response services to help individuals with developmental disabilities minimize or avoid instances of crisis. The services must assist providers and families in preventing, deescalating, and intervening in instances in which individuals with developmental disabilities are likely to go into crisis.”

HB691 outlines three levels of Crisis Response Services:

1. Preventative level of response. Involves training providers and families in identifying and preventing crisis by responding to a potential crisis while it’s in its initial stages.

2. Intermediate level of response. Involves providing direct professional staff support to an individual in their current community placement when he or she is approaching crisis.

3. Advanced level of response. Involves a provider delivering services to an individual outside of the individual’s current community placement.

Interested parties must review HB691 for full details and requirements.

The State is interested in identifying whether providers are able to provide all three levels of intervention as described in HB691. As part of the RFI, the State is asking providers to describe how Crisis Response Services could best be developed, including a detailed description of how the advanced level of response would be implemented.
