The total estimated value of the proposed action is $ 40,678.88.
The requirement is for license renewal of the following:
- Fujitsu NETSMART 1500 v7 Production License (1 ea)
- Fujitsu NETSMART 1500 v7 1 NE Expansion License (4 ea)
- Fujitsu FLASHWAVE 4500 License (8 ea)
4. Authority:
FAR 13.106-1(b)(2): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only Brand Name reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)
5. Reasons for Authority Cited:
The management software system that is currently utilized by the JBLM Mission Training Complex is Fujitsu NETSMART 1500 with the unifying platform hardware FLASHWAVE 4500. This is a license renewal requirement and Fujitsu is the only company through authorized resellers that can fulfill this requirement.
The Fujitsu FLASHWAVE 4500 is a hardware switch that replaces our Asynchronous Transfer Mode (ATM) Network components. We were fielded the system in 2010 by the Program Executive Office (PEO-STRI) as part of our Certification and Accreditation process to improve out Network Infrastructure. The fielding was directed by the DA-G3/5/7 to standardize networks at the various Mission Training Complexes across the Army. The Fujitsu NETSMART 1500 software provides the management capability we require for the network using the FLASHWAVE switch. As we are now installing the components, it is critical we have the management software. Currently the system is managed at each component, which, when fully installed will make it difficult to manage the system and know what is connected. The NETSMART 1500 gives us that capability. No other management software will work on the Fujitsu system and to replace the network components would cost in excess of $1.2 million as configured. And since it is a fielded piece of equipment from PEO-STRI, we cannot readily change the hardware configuration as we will be out of compliance with the Army standardization program. In addition, there is no management software that will work with the Fujitsu hardware because it is a proprietary piece of equipment.
6. Actions to Increase Competition: Fujitsu have authorized resellers with resale agreements to resell Fujitsu products and to relicense software. This J&A will be posted in ASFI in conjunction with the solicitation. This requirement will be solicited in open market under small business set-aside, exact match in FedBid.
7. Market Research: As this is a software component for the Fujitsu FLASHWAVE hardware switch, there is no other management software available for the existing Fujitsu switch available from another vendor.
