Consumables Recycling: The Vendor shall offer a convenient and environmentally sound program for the collection and recycling of used toner cartridges, waste toner bottles, and other consumable parts.
F. Noise Levels
Operational Noise: Proposers shall specify the typical operational noise levels in decibels (dB(A)) for their proposed devices, for both standby mode and during active printing/copying. This information is particularly relevant for devices intended for placement in open office environments or near workstations.
VIII. SECURITY REQUIREMENTS
The security of Harris County's data and network infrastructure is of paramount importance. All devices proposed shall incorporate robust security features and adhere to the following requirements. Devices are recognized as critical network endpoints that can pose significant security risks if not properly managed and secured. The following requirements are designed to mitigate these risks and protect sensitive County information.
A. User Authentication
Authentication: All MFDs shall support and allow to be configured (if requested by the using department) to require user authentication before allowing access to copy, scan, or print release. Device administration functions shall require authentication.
Supported Methods: MFDs shall support multiple authentication methods, including:
• Personal Identification Numbers (PINs) or user codes.
• Integration with the County's existing employee identification card system (Proposers to describe compatibility with common card technologies, e.g., proximity, smart card; the County will provide details of its card technology if necessary).
• Integration with network directory services (e.g., LDAP or Microsoft Active Directory) for authentication using existing County network login credentials.
Role-Based Access Control (RBAC): The MFDs or associated management software shall support RBAC, allowing administrators to define user roles and restrict access to specific MFD features or functions (e.g., color copying, scanning to external destinations, changing device settings) based on those roles. This granular control is essential for enforcing the principle of least privilege.
B. Data Encryption
Data-at-Rest Encryption: All data stored on MFD internal HDDs or SSDs, including queued print jobs, scanned images, and user address books, shall be automatically encrypted using strong, industry-standard encryption algorithms, such as Advanced Encryption Standard (AES) 256-bit encryption. This ensures that data remains confidential even if the storage media is physically removed from the device.
Data-in-Transit Encryption: Print data and scanned data transmitted over the County's network must be protected using encryption protocols such as Transport Layer Security (TLS) 1.2 or higher (e.g., for Internet Printing Protocol (IPPS) printing, secure SMTP for scan-to-email, secure FTP/SMB for scan-to-folder).
C. Secure Print Release / Pull Printing
Requirement: All MFDs, or the proposed MPS solution, shall support secure print release functionality (also known as "pull printing" or "follow-me printing"). This feature requires print jobs to be held in a secure queue (either on a central server or on the device itself) until the authorized user authenticates at any compatible MFD within the network and explicitly releases their job(s) for printing. The utilizing department shall have the option to decide if they wish to utilize this function.
Benefits: This significantly reduces the risk of sensitive documents being left unattended in output trays, minimizes paper waste from uncollected print jobs, and enhances user mobility. While this may introduce an additional step for users, the security benefits are substantial, and effective training can mitigate user adoption challenges.
D. Hard Drive / Storage Security
Data Overwrite Capability: MFDs shall be equipped with a feature to securely overwrite data on the internal HDD/SSD. This overwrite process shall meet recognized industry or government standards (e.g., Department of Defense (DoD) 5220.22-M or National Institute of Standards and Technology (NIST) SP 800-88). The overwrite function shall be configurable to occur automatically after each job, on a scheduled basis, or on demand.
End-of-Lease Data Sanitization: The Vendor shall provide, at the end of the contract term or upon removal of any device from County service for any reason, certified data sanitization or physical destruction of all HDDs/SSDs from the leased equipment. The Vendor shall provide the County with a certificate of data destruction/sanitization for each device, detailing the method used and serial number of the sanitized/destroyed media. This is a critical step in data lifecycle management to prevent data breaches from decommissioned devices.
HDD/SSD Locking: If available, devices shall support locking of the HDD/SSD with a passcode to prevent unauthorized access if the drive is removed.
E. Network Security
Port Control and Protocol Management: MFDs shall allow administrators to disable unused physical ports (e.g., USB ports if not needed for walk-up functions) and unused network protocols or services to reduce the device's attack surface.
802.1X Authentication: Support for IEEE 802.1X port-based network access control is highly desirable.
Firmware Security: The mechanism for updating MFD firmware shall be secure, ensuring that only authenticated and validated firmware images from the OEM can be installed. The Vendor shall have a process for promptly notifying the County of critical firmware updates and for assisting with their deployment.
Intrusion Detection/Prevention: Proposers shall describe any built-in intrusion detection or prevention capabilities, or logging of suspicious network activity.
Device Certificates: Support for digital certificates for device authentication on the network.
F. Audit Logging and Reporting
Comprehensive Logging: MFDs or the associated MPS solution shall provide comprehensive audit logging capabilities. Logs should capture, at a minimum:
• User login attempts (successful and failed).
• Device access and function usage (e.g., who printed, copied, scanned, or faxed what, when, and to where, if possible).
• Security-related events (e.g., changes to security settings, firmware updates, authentication failures).
Log Management: Audit logs shall be protected from tampering, be exportable in a standard format (e.g., syslog, CSV) for analysis by County security personnel or Security Information and Event Management (SIEM) systems, and have configurable retention periods.
G. Fax Security (if fax functionality is included and utilized)
Secure Transmission: If fax capabilities are provided, features to enhance fax security shall be available, such as:
• Restricting inbound/outbound faxing permissions by user or group.
• Secure fax forwarding (e.g., to network folder or email with authentication).
• Memory clearing after fax transmission or reception.
• Confirmation reports and activity logs.
IX. SLA AND MAINTENANCE
This section defines Harris County's minimum expectations for service, support, and maintenance throughout the contract term. The proposed SLA is a critical component of the overall solution, as it directly impacts operational uptime and user satisfaction. Vendors are expected to meet or exceed these requirements. The demand for a comprehensive SLA underscores the County's objective of achieving predictable operational stability.
A. General Service Commitment
The successful Vendors(s) shall commit to providing timely, consistent, and effective maintenance and support services to ensure optimal performance and minimal downtime for all devices. All services shall be performed by trained, qualified, and manufacturer-certified technicians who have specific experience with the proposed models.
B. Guaranteed Response Times
The Vendor shall adhere to the following tiered on-site technician response times, measured from the time a service call is placed by the County with the Vendor's help desk or automated system to the time a qualified technician arrives on-site at the County location where the device is situated. These response times are critical for restoring business functions promptly. A service call shall not be marked as resolved until the affected department confirms that all reported issues have been addressed and the device is fully functional. The vendor shall document this confirmation in the service record.
Critical Issue (Device Inoperable or Major Security Vulnerability): On-site technician response within four (4) business hours. A device is considered inoperable if it cannot perform its primary functions (copy, print, or scan).
Major Issue (Key Functionality Impaired but Device Partially Usable): On-site technician response within eight (8) business hours.
Minor Issue (Non-critical fault, cosmetic issue, or routine request): Response (which may be remote initially, followed by on-site if necessary) within twenty-four (24) business hours.
"Business hours" are defined as Monday through Friday, 8:00 AM to 5:00 PM Central Time, excluding Harris County holidays.
C. Preventative Maintenance (PM)
The Vendor shall develop and implement a proactive preventative maintenance (PM) program for all leased devices. This program shall be based on manufacturer recommendations, device usage levels, and best industry practices to proactively identify and address potential issues before they result in equipment failure.
PM shall include, but not be limited to, cleaning, inspection, lubrication, adjustments, and replacement of parts nearing the end of their service life. The Vendor shall provide a proposed PM schedule for each device model. Regular PM is essential for reducing unexpected breakdowns and extending the operational life of the equipment.
D. Provision of Parts, Labor, and Supplies
The monthly lease payment rates proposed shall be fully inclusive of all parts, labor, and consumables (including but not limited to toner, developer, drums, fuser assemblies, rollers, and staples) required for the normal operation, maintenance, and repair of the leased devices throughout the contract term. The only consumable to be supplied by the County is paper (and transparency film, if used). The Vendor shall guarantee that all supplies provided are either OEM or OEM-compatible and meet or exceed OEM quality and yield specifications. This all-inclusive model provides cost predictability for the County.
E. Uptime Guarantee
The Vendor shall guarantee a minimum equipment uptime of 98% per device per calendar month. Uptime is calculated during standard County business hours (as defined in Section IX.B). Downtime begins when the County reports a device as inoperable and ends when the device is restored to full operational status by the Vendor. The Vendor shall propose specific remedies or service credits to be applied if this uptime guarantee is not met for any device in a given month.
