The addendum clarifies questions regarding the use of "misting blowers" and fiberglass or plastic tanks. It states that mist blowers are acceptable, but plastic or fiberglass tanks will not be accepted due to the higher risk of environmental impact from potential leaks. The solicitation is for the application of herbicide by machine-only for the removal of competing vegetation to an estimated total of 631 acres in Forest Districts 10 and 12, in Clinton and Lycoming Counties. The due date for responses is 11/28/2022 at 10:00 AM. Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda remain as originally written.

SOLICITATION ADDENDUM
Date: 11/15/2022
Subject: Machine ONLY Herbicide Application Project 22H-M-2
Questions/Answers regarding misting blowers and fiberglass/plastic tanks
Solicitation Number: 6100057334
Due Date/Time: 11/28/2022 – 10:00 AM
Addendum Number: 1
The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).
List any and all changes:
This addendum is to clarify questions asked regarding the use of “misting blowers” and fiberglass or plastic tanks. Answers are bolded in red.
Question #1: Do you allow the application work to be completed with A1 Mist blowers?
Answer: We do allow mist blowers. While the Bureau of Forestry has not used the “A1 “ brand of blowers they do seem to be an acceptable type of mist blower for this application.
Question #2: In an effort to keep equipment weights down most manufacturers have gone to poly tanks, are these allowable?
Answer: These contracts take place in rough terrain with a high chance of debris being driven over.
We have found the plastic tanks tend to get “speared” by debris causing a leak in the plastic or a shattering of the fiberglass. We will NOT accept plastic or fiberglass tanks as an acceptable form of construction due to the greater chance of environmental impact due to the spilled chemical.
NOTE: This is addressed in the Statement of Work, Section P. Spray Equipment, Sub-section 2, a.
General Specifications for Primary Spray Equipment, Paragraph #1.
NOTE: NO change to solicitation end date.
Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.
Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.
